Main Purpose of Job
The main purpose of this position is to serve as the Human Resources Administrator for the Department of Public Safety and Correctional Services (DPSCS) Recruitment, Examination and Promotions Team. The HR Administrator II will manage projects with advanced level professional work in the administration of HR programs in the State Personnel Management System (SPMS). The incumbent has oversight of management functional areas such as recruitment, employment services, the interview process and creation of employment selection rating tools.
The HR Administrator II supervises members conducting job analysis studies to identify the job characteristics, and statistical analysis to assess the validity, reliability, readability, difficulty and impartiality of selection instruments. The HR Administrator II oversees the coordination and facilitation of various testing instruments throughout the state to include analyzing data and updating cloud based systems. The HR Administrator II ensures that staff troubleshoots technical and procedural issues with Ergometrics, Workday, JobAps and test scanning and scoring processes.
Summary of General Duties:
HR Administrator II manages the evaluation of competitive promotion requests, reviews vacancies within facilities, statewide, to ensure staffing needs are met while adhering to the Secretary's Directive on Promotions. Included is the evaluation of class and salary requests as it relates to pay plan amendment requests for promotions.
Explains and defends HR related actions and recommendations to supervisory and managerial staff, agency executives and by testifying in administrative and court proceedings.
The HR Administrator II leads new programs, special projects, assists in policy development and works with other managers to implement new procedures and apply regulations, policies and procedures. In addition, establishes work priorities and evaluates the performance of employees engaged in HR administration activities.
The HR Administrator assesses agency training needs and provides training in HR related or other employee development areas.
Performs other related duties
Education: A bachelor’s degree from an accredited college or university.
Experience: Four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.
2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.
3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

Experience managing subordinates in a professional HR environment
Experience developing employment and promotional test instruments
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
