The resulting eligible list will be used to fill current and future recruitments for the Department of Public Safety & Correctional Services (DPSCS). Main Purpose of Job

The main purpose of this position is to serve as the Human Resources Officer II for the Department of Public Safety Services (DPSCS) Recruitment, Examination and Retention Unit. The HR Officer II will manage projects with advanced level professional work in the administration of HR programs in the State Personnel Management System (SPMS). The incumbent performs in HR management functional areas such as recruitment, employment services, the interview process and creation of employment selection rating tools. The HR Officer II is considered a technical expert within the recruitment and hiring process. The HR Officer II provides information to the general public regarding employment via written letter, telephone or in person. Additional duties may include attendance at job/career fairs to represent DPSCS in the recruitment of qualified applicants. This position requires frequent travel to other agencies within DPSCS to conduct meetings with Hiring Managers, and to facilitate the applicant interview process.

POSITION DUTIES

Duties of the position include, but are not limited to:

Provides Professional and Superior Customer Service to internal and external clients/customers aligned with DPSCS’s mission and vision.

Leads recruitment projects assigned by the Assistant Manager to include, retention strategies, compliance with COMAR, SPS, DBM best practices and DPSCS policies and directives.

To include the following:

  • Reviews existing eligibility lists for viability to reuse as a shared list process.
  • Analyzes recruitment assignments and recommends the best method to recruit to fill the vacancy based on history, trends and current economic situations.
  • Conducts recruitment consultations with the subject matter experts for education of the classification and duties relating to the MS22 designed to fill the vacant PIN.
  • Determines recruitment parameters (i.e. limitations on selection, selective & preferred qualifications) to attract the applicants that possess the specialized knowledge and skill set needed to perform the essential duties of the MS22
  • Provides technical assistance and guidance to DPSCS operating agencies to ensure the recruitment and selection procedures/guidelines are compliant with SPP, COMAR and DBM RED best practices.

Initiating Recruitment requests and hire details in Workday:

  • Manages inbox tasks to ensure appropriate action is taken and addressed in a timely manner.
  • Completes all steps of the hire detail for contractual and permanent PIN positions, and uploads proper documentation where required.

Utilizing JobAps:

  • Reviews vacancy hiring documents, and provides recommendations relative to the compliance and best practices of; job announcements, T & E rating tools, interview questions, applicant disqualifying disputes, technical troubleshooting and problem solving.
  • Reviews, approves and routes requisitions to DBM Recruitment and Examination Division for approval of COMAR compliance for Skilled and Professional classifications.
  • Completes the recruitment planner to initiate the creation of the job announcement.
  • Creates supplemental questionnaires, if necessary to allow applicants to reveal other information relative to the KSAs to perform the necessary job duties.
  • Creates the job announcement to receive approval for posting on the State jobs website.
  • Coordinates recruitment projects with DBM analyst as needed.
  • Composes recruitment ads for placement in newspapers, websites, etc.
  • Annotates all submitted applications by qualifying or disqualifying applications and notifying applicants of their dispositions.
  • Resolves disputes from applicants to ensure proper judgment of the application review.
  • Creates a JobAps exam plan and works details in the candidate action taken section of the created certified list and track candidate’s progress for consideration of employment.
  • Certifies the eligible lists and enters hire details to electronically transmit selected candidate’s information in Workday for continued processing for orientation, payroll, compensation and benefits administration. 

Directs the Interview process as an HR Generalist

  • Contact eligible candidates to extend an invitation to be interviewed according to State Personnel and Pension and COMAR  
  • Advises and recommends recruitment methods. Recommends interview questions and instruments for the classification to ensure the necessary KSA’s are captured for the selection process.
  • Receives approval for the interview panel from DPSCS Office of Employment Opportunity Unit according to agency set standards.
  • Ensures compliance with directing the relevant candidate tracking in JobAps (e.g. interview status, correspondences with candidates etc...) to provide communication to the candidates that are considered for employment.  
  • Completes the JobAps hire details for the selected candidate to ensure proper transmission to Workday/SPS for compensation and benefits administration in a timely manner.
  • Ensures compliance with the completion of the Acknowledgement Certification Form (ACF) required for the Department of Budget and Management personnel/recruitment audit.
  • Oversees the scheduling and results for the completion of pre-employment requirements; extensive background investigations, psychological examinations, physical examination, drug testing and polygraph examinations. Ensures institutional support staff for mandated classifications receives all necessary examinations as pre-employment qualifiers.
  • Ensures compliance of policies and procedures in order to conduct a comprehensive background investigation to include reference checks and verification of required documents for the selected candidate as required for the position.

 

Makes recommendations and ensures compliance of policies and procedures for selection devices within assigned occupational or functional areas.

  • Conducts job analysis studies in order to ascertain duties performed, the work environment, materials used and other job characteristics.
  • Compiles task and behavioral statements written by job experts at group sessions.
  • Develops a variety of selection devices (ratings of training and experience, qualifications supplements, oral examinations, etc.).

 

Reviews, revises and recommends the appropriate selection devices within occupational or functional areas.

  • Scores unassembled exams and qualification supplements.
  • Directs the examination process and schedules approved candidates for assembled tests.
  • Reviews final eligible lists for accuracy to release eligible candidates in the randomized ranking order according to SPP article 7:208.

 

Provides information to the general public regarding employment via written letter, telephone or in person. Attend job/career fairs to represent DPSCS in the recruitment of qualified applicants.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two and one half years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation. 

Notes: 

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education. 

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

  • 6 months of experience using web-based recruitment software (i.e. NeoGov; JobAps) using the full range of functionality to develop a recruitment planner; job announcement; scoring and evaluation; completing hire details; and developing a list of eligible candidates.
  • 6 months of experience using HR hiring software (i.e. Workday, PeopleSoft) to complete the full range of hire details (i.e. new hire, promotion, demotion, and transfer).

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

  • Experience developing training and experience (T& E) employment assessments
  • Experience conducting and directing an interview processes as a HR Generalist
  • Experience conducting Subject Matter Expert (SME) meetings with Hiring Managers
  • Experience drafting correspondence to applicants regarding their application status, or offers of employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter. 

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
