Introduction

This recruitment is limited to current permanent or contractual employees of the State of Maryland.

This is a position specific recruitment for the Department of Natural Resources (DNR), Human Resource Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Human Resource Service, is currently recruiting for a Human Resource (HR) Specialist. The main purpose of this position is to develop and approve requisitions and recruitment planners in order to create job bulletins through JobAps and execute DBM's policies and procedures regarding recruitments. The incumbent will also review applications for minimum/selective qualifications. In addition, the selected candidate will establish training and experience criteria to determine candidates' raw scores and develop eligible lists. The incumbent will also be responsible for performing other duties such as creating and allocating pins to initiate recruitments in Workday, including, but not limited to, move worker requests, updating r-stars information, requisitions, etc. The selected candidate will also complete appointment packages by verifying minimum qualifications, performing reference checks, and ensuring all other necessary documents have been received according to HRS/DBM guidelines; serve as the HR representative on interview panels to observe the interview process and ensure that it is executed in a legally defensible manner according to DNR interview policy and procedure; serve as a back-up rater in the absence of scheduled panel members; assists other HRS units in the performance of various administrative tasks as needed; assists with NRP Testing.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html with the application.

Education:  A bachelor’s degree from an accredited college or university.

Experience:  One year of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

Experience using JobAps for recruitment purposes for the State of Maryland is preferred.

Experience using Workday in the State of Maryland is preferred.

Experience reviewing applications for minimum qualifications and creating/developing eligible lists is preferred.

This recruitment is limited to current permanent or contractual employees of the State of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
