POSITION DUTIES

The incumbent of this position reports to the Manager of the Benefits & Compensation Team in the Office of Human Resources. The incumbent will perform a variety of tasks requiring broad knowledge of State Personnel Management System rules. regulations, techniques and practices and skill in the application thereof. The employee will offer interpretation and guidance for State and Comptroller personnel policies, providing a variety of employment services to staff, managers and employees. Duties for this position include: processing personnel functions and maintaining various resources to ensure effective recordkeeping, retrieval and reporting of personnel records and activities. Under the supervision of the Human Resources Administrator, the incumbent performs any special projects assigned by the Human Resources Director or Deputy Director. The incumbent manages these responsibilities in accordance with the mission statement of the Comptroller of Maryland and the roles of the Comptroller's personnel office.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: None. 

Notes:        

  1. Professional HR management work in the areas of recruitment,  classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.  
  2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.  
  2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. The examination will consist of a rating of your education, training and experience. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.  

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
