Main Purpose of Job

The Deputy Director of Clinical Services will be responsible for the Pretrial Complex System SDA predominately and is a direct report to the DPSCS Chief Medical Officer and will serve as back up for all of the other service DPSCS related clinical operations and Delivery Areas,(Western, ECI, Jessup. Assist in the development of policy and procedures, liaison with the DPSCS ACOM supervisor for the Pretrial Complex as well as  the DPDS Duvall monitor regarding  any consent issues; represent Pretrial complex Commissioner and deputy Commissioner at meetings at their request  as well as the Deputy Director of field and support services .  The position will serve as a content expert liaison with the Attorney General's Office; and provide declaration and testimony when required for DPSCS. Provide direct interface with Bon Secour hospital/locke ward issues, and link with the Directors of substance use, mental health, nursing, internal audit unit, and social work cover death reviews for the region. Participate in contract oversight meetings for all of the privatized contractors for medical, mental health, Dental, and Pharmacy statewide meetings.

POSITION DUTIES

Back up, support and cover DPSCS Director of Clinical Services’ responsibilities as required. Clinically monitor and support actions regarding Partial Settlement Agreement (PSA), Duval Consent Decree, . PSA/ ACLU/ heat consent related issues. Support consultant for Duval, Attorney Generals’ Office, DPDS Commissioner. Provide oversight of DPSCS Contracts for Baltimore /Central regions / Pretrial Services regions primarily with emphasis on multi-vendor contracts.

Provide consultation and support for the delivery of safe and effective healthcare as related to the medical contract, grievances, custody and warden issues, etc. for the Pretrial complex Deputy Commissioner and the Commissioner

Provide Physician Clinical support for the ACOMS in the assessment of the comprehensive medical activities related to Baltimore /Pretrial CQI including Case Reviews, Morbidity, Mortality, and ACOM. Participation in targeted audits of utilization in the medical contract of healthcare resources, patient review and management.

Attend statewide weekly meetings, and quarterly multi-vendor meetings.

MINIMUM QUALIFICATIONS

Education:  Board eligible or Board certified residency trained  medical doctor / provider in a primary care specialty (Family Medicine , Internal medicine,  Emergency medicine (but not pediatrics or OBGYN); and shall possess an active and current Maryland license in good standing.

Experience: Administrative and supervisory experience involving  at a minimal  of 8 subordinate medical disciplines (nurse practitioners, mid-level providers, director of nursing).

SELECTIVE QUALIFICATIONS

  • 1 year experience in Community Health/ Public Health system experience.
  • 1 year of Utilization Management pre-certification experience.

DESIRED OR PREFERRED QUALIFICATIONS

 Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

- Multi-vendor contract experience/interface (Pharmacy, Dental, Mental Health providers).

- Working knowledge of  accreditation audits involving correctional standards compliance (NCCHC, ACA).

- Correctional healthcare experience.
