THIS IS A POSITION-SPECIFIC RECRUITMENT FOR THE WICOMICO COUNTY DEPARTMENT OF SOCIAL SERVICES. Wicomico County Department of Social Services is located on Maryland's Eastern Shore, approximately 115 miles Southeast of the Baltimore - Washington areas.

Main Purpose of Job

The main purpose of this position is to supervise, coordinate, monitor and evaluate the daily tasks performed by Support Enforcement Specialists to ensure that policies and procedures are followed according to laws, rules and regulations established by the State of Maryland.

 

POSITION DUTIES

Plans and coordinates work of the unit. Supervises and evaluates the work of lower-level child support staff.

Provides leadership to staff in incorporating strategic planning and quality management in program activities.

Provides technical assistance and support to staff in investigating cases and in initiating appropriate actions to establish, maintain and enforce court ordered child support payments and medical support coverage.

Develops and implements procedures to maximize efficiency and to effectively meet the goals of the program.

Monitors unit activity to ensure optimum performance and program compliance standards.

Assesses the need for developing and implementing corrective action plans and monitors for improvement.

Participates in community, inter-departmental, intra-state and inter-state meetings and forums related to child support issues.

Responds to inquiries from customers, attorneys, elected officials, courts, etc.

Conducts case reviews to ensure compliance.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. CHESSIE, PowerPoint, Word, Excel, Access, etc.) used in each of the positions you held.

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Three years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes: 1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess one or more years of the following. Include clear and specific information on your application regarding the qualification(s).

*Child Support Enforcement System (CSES) / Dashboard

*MVA Database *Financial Institute Data Match (FIDM)

*Federal Case Registry (FCR)

*Electronic Case Management System (ECMS)

*Maryland Automated Benefits System (MABS)

LIMITATIONS ON SELECTION

This recruitment is limited to candidates willing to accept employment with  the Wicomico County Department of Social Services, which is located on Maryland's Eastern Shore, approximately 115 miles southeast of the Baltimore - Washington areas.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
