Introduction

THIS STATEWIDE RECRUITMENT IS BEING CONDUCTED TO ESTABLISH A LIST OF ELIGIBLE CANDIDATES TO BE USED TO FILL CURRENT AND FUTURE VACANCIES IN MARYLAND'S LOCAL DEPARTMENTS OF SOCIAL SERVICES AND REGIONAL OFFICES OF CHILD SUPPORT ENFORCEMENT.

ALL approved candidates will be placed on this list of eligible candidates as Best-Qualified and will remain on the list for a period of one year (after which candidates will need to reapply when this classification is reposted). Placement on this list as Best-Qualified makes a candidate available for recruitment but is not a guarantee that the candidate will be interviewed for any given vacancy. This statewide recruitment is being conducted to establish a list of eligible candidates to be used to fill current and future vacancies in Maryland's Local Departments of Social Services and regional Offices of Child Support Enforcement.

Main Purpose of Job

This position is responsible for the review of all referrals, and applications for support enforcement services, and for initiating all paternity, and child support actions. The incumbent in this position meet with custodial and non-custodial parents to resolve paternity issues and to establish child support orders in accordance with the Annotated Code of Maryland, Family Law Article, and Maryland Child Support Guidelines. This position requires a working knowledge of all: Federal and State regulations governing paternity and child support, the Maryland Rules of Procedure and the Montgomery County Circuit Court. This position is also responsible for accurate maintenance of case data in the Child Support Enforcement System (CSES), and operates at an experienced level under general supervision.

POSITION DUTIES

Receives and registers all referrals and applications for child support services assigned to their caseload from the Family Investment Administration, Working Parents Assistance Program, Purchase of Care, general public, other States and jurisdictions; maintains case information in CSES by entering, updating and/or creating data including CSES initial data elements to ensure reliable and accurate statistical information; locates and relocates non-custodial and custodial parents in order to obtain information to establish court orders for paternity and/or support in accordance with Federal, State and local requirements utilizing all available databases including but not limited to Maryland Automated Benefit System (MABS), Motor Vehicle Administration (MVA), Client Automated Resource and Eligibility System (CARES), Federal Case Registry (FCR), CLEAR and other internet resources; conducts negotiation conferences with custodial and non-custodial parents to establish a paternity and/or child support order; completes all documents needed to initiate and establish a court order for paternity and/or child support; prepares cases for court hearings; coordinates genetic, DNA testing in interstate cases; takes appropriate action in cases in which a work order was generated (internal agency and customer service) within allowable timeframe; assigns, trains, reviews and approves the work of lower-level Child Support Specialists in investigating and analyzing child support cases.

MINIMUM QUALIFICATIONS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Two years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application.

The resulting eligible list may be used for future vacancies with Local Departments of Social Services and regional Offices of Child Support Enforcement within the Department of Human Resources.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
