Main Purpose of Job

The Accountant Manager II position serves as the Chief of the Accountants Payable Section and is responsible for providing leadership and administering technical Assistance in planning, directing and controlling accounts payable, grant accounting, and related functions of the Accounting Branch. Assures that transactions are verified, recorded, and reported timely and accurately to management in accordance with Generally Accepted Accounting Principles (GAAP) and guidelines established by the Comptroller Office and Department of Budget and Management (DBM) and in compliance with federal regulations and practices.

POSITION DUTIES

Oversees the day to day operations of Accounts Payable and Grants Payable Units such as appropriations, expenditures, encumbrances, and pre-encumbrances. Evaluates accounting controls to ensure operations are efficient and effective and establish performance and measurement standards for work quality; Coordinates the integration of existing agency-unique financial systems such as AFR and CCATS systems, with FMIS and ADPICS; Prepares and supervises the preparation of accrued expenditures, encumbrances and liabilities in compliance with GAAP. Assist in the development of audit findings and implements corrective actions. Represents the Branch at various meetings and designated activities.

MINIMUM QUALIFICATIONS

EDUCATION:  A Bachelor’s Degree in Accounting or a Bachelors with 30 credit hours in Accounting and related courses; including or supplemented by 3 credit hours in Auditing. Possession of a CPA is preferred.

EXPERIENCE: Six years (6) of experience examining, analyzing and interpreting accounting systems, records and reports by applying General Accepted Accounting Principles. Three years (3) of required experience must be direct supervision of other professional employees.    

Notes: Candidates may substitute possession of CPA certificate or Masters in Accounting for one year of the required experience. Candidates may substitute one year of professional budgeting or auditing experience for one year of the required experience.

SELECTIVE QUALIFICATIONS

Knowledge of General Accepted Accounting Principles (GAAP); Knowledge of governmental accounting standards, polices and procedures, Ability to analyze data and make sound decisions, Ability to use financial systems such as ADPICS/ FMIS; Ability to manage schedules and meet established timelines: Ability to effectively supervise and lead other professional staff;   Ability to communicate effectively with all levels of officials and both inside and outside the agencies.

DESIRED OR PREFERRED QUALIFICATIONS

Experience managing operations of Accounts Payable or Grants Accounting Division.         

Experience with Financial Management Information Systems (FMIS) and financial database. 

Experience facilitating organizational and business process changes based on agency requirements.

Experience with Microsoft Excel or Data Systems (Cognos) to generate Privot Tables/Charts/V-Lookups/Reports.
