This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments for  the Department of Public Safety & Correctional Services (DPSCS).  Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

The main purpose of this position is to provide professional accounting support to the Director and Assistant Director of Accounting.  The position provides technical accounting expertise, including the development and interpretation of policies and procedures and the preparation of various reports, forecasts, and account reconciliations as required.  The primary areas of functional responsibility are Capital Projects Accounting; Accounts Receivable; Corporate Purchasing Card Program; and the Financial Support of the Division of Capital Construction and Facilities Maintenance (DCCFM).

POSITION DUTIES

Duties of this position may include, but are not limited to:

·         Maintains and analyzes account balances, certify funding, produce monthly and annual reports, and Supervise a fiscal accounts clerk who is responsible for processing invoices for payment.

·         Interprets and applies pertinent laws and regulations and provide technical accounting direction and guidance to accounting staff at the division level and at correctional facilities specifically related to the proper treatment of Accounts Receivable

·         Serves as the Department's liaison with the DBM Central Collection Unit for the purposes of receiving any new procedures, assignment of staff training, and attending the annual CCU statewide seminar. Reviews monthly status of all delinquent accounts previously referred to CCU.

·         Prints and analyzes the A/R reports for the entire department. Prepares/documents recommendations for resolution of problems at Regional Fiscal Offices by determining the reliability and materiality of the data contained in the reports.

·         Prepares and analyzes a monthly report for the Director and Assistant Director of Accounting summarizing the A/R for the entire department to assure the adherence to all policies and procedures mandated by DBM/CCU. Provide information, prepares analysis, and makes recommendations for internal decisions.

·         Provides Budget Management Support

·         Provides Accounting Oversight of the Corporate Purchasing Card (CPC) Program

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

  • 1 year of experience completing complex accounting reconciliations and reporting

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

  • 1 year of experience working with State of Maryland Financial Management Information System (FMIS)
