Introduction
This recruitment is limited to current Department of Human Resources employees only and also has a Selective Qualification. You must have one year experience working with the various systems utilized by BCDSS Finance Unit, which includes the Automated Financial System (AFS), the Maryland Children’s Electronic Social Services Information Exchange (MD CHESSIE) System, the Client Automated Resource and Eligibility Mainframe System (CARES), the Foster Care Payment Legacy System and the Financial Management Information System (FMIS).
You must also meet the education and experience requirements to be approved for this recruitment.

Main Purpose of Job
This position prepares accurate and precise reconciliations of all bank accounts, gift cards and financial transactions ensuring that Generally Accepted Accounting Principles (GAAP) are applied and proper internal controls are maintained; ensures that all funds received are expended by Baltimore City Department of Social Services (BCDSS) are properly documented and booked utilizing various departmental worksheets and system reports; has working knowledge of all systems utilized by BCDSS to include the Automated Financial System (AFS), the Maryland Children’s Electronic Social Services Information Exchange (MD CHESSIE) System, the Client Automated Resource and Eligibility Mainframe System (CARES), the Foster Care Payment Legacy System and the Financial Management Information System (FMIS) to enable them to analyze and interpret the system records and reports; adheres to all imposed daily, weekly and monthly deadlines; interprets system requirements and applies accounting procedures to fit the work environment; prepares reports, accrual entries and accumulating data needed to ensure a smooth year-end close-out process; assists internal and external auditors examine agency records by providing relevant source documents and reports; reviews audit findings and accumulating data to address Corrective Action Plans; and ensures that the proper internal controls are maintained within all job functions.
MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
