LOCATION OF POSITION

This position is within the Procurement & Logistics Division, for the MD Department of General Services, located at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

The Financial Compliance Auditor II will be responsible for work examining and analyzing the business records and accounting systems of the Department of General Services (DGS), other executive units, vendors, businesses or other entities to verify reliability, accuracy and compliance with generally accepted accounting principles and with statutes or contract provisions. The Auditor will focus on compliance by both buyers and vendors using the eMaryland Marketplace (eMM) system, to ensure that State regulations are being followed and upheld. The Auditor will also be responsible for performing audits in other areas of DGS, to include preparing audit plans, conducting audits and preparing audit reports. The audits are performed independently or as a member of an audit team. This position is responsible for creating, maintaining and updating all internal audit programs as directed by the Assistant Secretary of Procurement & Logistics, Deputy Secretary and for the independent and objective internal audit testing and analysis of results. The Internal Auditor reports all findings to the Secretary, Deputy Secretary and Assistant Secretary of Procurement & Logistics.

POSITION DUTIES

Duties for this position include but are not limited to:

- Conducts internal audits of DGS programs.

- Examines manual or automated records and conduct interviews.

- Prepares audit report of findings and makes recommendations for corrective action.

- Creates, executes and manages procedures to satisfy concerns raised by the Office of Legislative Audits.

- Reports on information gathered from managerial staff of various DGS divisions regarding operational risk and management oversight to the Office of the Secretary. -

 Presents training sessions to increase agency awareness of internal audit, anti-fraud and enterprise risk management practices.

- Functions as DGS liaison and coordinator with auditors and audit supervisors from the Office of Legislative Audits.

- Perform reviews of financial statements and audit reports prepared by outside auditors of Certified Public Accountants.

- Explains and defends audit findings at informal and formal appeals and exit conferences.

- Conducts audits of other executive units, vendors, businesses or other entities.

- Evaluates the adequacy and effectiveness of DGS internal controls.

- Monitors internal DGS processes to ensure eMM activities and procedures are compliant with State laws, COMAR and contract provisions.

- Interacts with the Maryland Comptroller’s Office to obtain information and data on generated sales and activities.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.  

Experience: Two years of experience performing financial and compliance audits of a State agency, grantee, business or other entity.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.  

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Extensive knowledge or experience of the State of Maryland's procurement process and contract provisions is preferred.  

Experience using the eMaryland Marketplace system or eProcurement system is desired.

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept employment in Baltimore, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
