Main Purpose of Job

Manages the Local General Administration (LGA) Fiscal Unit handling funds in excess of $20M annually; directly supervises the Fiscal LGA and Procurement to ensure unit runs efficiently; coordinates, assigns, trains and reviews fiscal activity; maintains ledgers and reports; develops automated spreadsheets, monitors activity and trains staff on State of Maryland mandated automated systems; and makes budgetary and spending decisions/ recommendations relating to areas of fiscal supervision.

POSITION DUTIES

Ensures work assignments of fiscal and procurement staff are performed in accordance with established fiscal/administrative policies and procedures; interviews, selects and coordinates training of new staff; plans, coordinates and evaluates work of fiscal unit, meets with LGA Fiscal/Procurement staff to ensure completion of unit responsibilities, deadlines and accuracy and adjusts workload for absences, etc.; approves leave and makes necessary staffing decisions for efficient unit operation; completes employee Performance Planning & Evaluation Program (PEP) forms; adheres to State COMAR and Department of Human Services (DHS) policies and procedures; and handles personnel actions. Oversees maintenance and training for all automated systems (local and statewide) used by fiscal and procurement staff; provides technical guidance and professional direction on automated fiscal systems; installs and tests software updates; handles EBT fiscal transactions both in EBT system and CARES. Reconciles and closely monitors daily fund controls for State and local administration and assistance bank accounts, as well as multiple special local funds accounts. Audits documentation, authorizations and other back-up for administrative vouchers, verifies accuracy of payment information and coding. Investigates discrepancies or clarification in fiscal processes as requested by Assistant Director for Administration or Director; compiles data from source documents or reports to provide administrators with vital statistics used in budget projections and preparation; processes Year-End IRS 1099 Information; the Security Monitor for LGA staff; troubleshoots automation problems on fiscal applications; and attends meetings and trainings in-house, at DHS or other locations relating to fiscal operations. Responds to questions from other departments, offices and DHS regarding problems in LGA Fiscal Operations. Backs-up or reassigns duties of all fiscal clerks during emergency absences; backs-up Assistant Director of Administration during absences to authorize funding availability for requisitions, coding on FMIS and other managerial decisions effecting the Finance Department or responsibilities of the Assistant Director as needed.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

One year of experience in a management or supervisory capacity within a Finance Department.

One year of experience in government procurement practices.
