This is a Position-Specific Recruitment for the Talbot County Department of Social Services, located in Easton on Maryland's Eastern Shore, approximately 60 miles east of the Baltimore- Washington area.

Main Purpose of Job

This position serves as the Finance Officer, responsible for the operation of the Fiscal, Budget and Procurement Divisions of Talbot County Department of Social Services; supervises and directs the fiscal staff to maintain and complete the functions of accounting operations, budget preparation, financial report preparation; interprets and implements fiscal policies, procedures and practices; and provides management support to the Assistant Director for Administration.

POSITION DUTIES

Manages financial operations to ensure accountability by applying generally accepted accounting principles and generally accepted auditing standards to all transactions.

Prepares accurate financial reports to ensure accountability of funds by gathering and compiling computer generated and manual data using the Department of Human Resources guidelines.

Performs year-end closing functions to ensure acccountability of funds.

Participates in the preparation of the operating budget by reviewing program requests for format, fund limitations and compliance with departmental and control agency instructions and by calculating and verifying actual expenditures and budget figures.

Performs internal audits of financial transactions for compliance with Generally Accepted Auditing Standards(GAAS)/Generally Accepted Accounting Principles (GAAP) to include reviewing supporting documentation in accordance with federal, state and local rules and regulations.

Supervises the work of fiscal staff to ensure satisfactory performance of job duties.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. Word, Excel, Access, etc.) used in each of the positions you held.

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.
