Main Purpose of Job

The main purpose of this position is to manage and direct the activities of the Financial Management Services Branch.  The major activities of this branch directly support the mission of the Division of Rehabilitation Services and include the following:  budget preparation and monitoring; grants management; monitoring and controlling expenditures; audits; fund recovery; reporting to federal agencies; procurement of commodities, equipment and services.

POSITION DUTIES

Directs activities of the budget, accounting, auditing, and procurement units; manages the day to day accounting of the Division's $110 million budget involving federal, State, and special funds;  ensures that proper accounting controls are maintained to assure that federal grant expenditures are applied correctly to the appropriate federal grant; maintains accounting of the agency required federal reserve funds; coordinates the interrelated functions and support required among the budget, accounting and procurement units; performs audits and desk reviews of selected grant recipients and coordinate audit responses with appropriate leadership staff; compiles financial data and completes and submits appropriate reports; provides technical support regarding grants administered by the Department and grant recipients regarding accountability and expenditure of funds; conducts compliance reviews to ensure proper documentation is maintained to support compliance regulations; serves as DORS liaison with MSDE and Annapolis Data center regarding access and control of the FMIS system.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor’s Degree in Accounting, Finance, Economics or related area.  Possession of a CPA Certificate is preferred.

EXPERIENCE: Four years of professional experience in the preparation and execution of budgets. Two years of the required experience must have been in direct supervision of other professional employees.  Experience with State statute desired.

NOTES: 

  1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) or a Master’s Degree in Accounting, Finance, or Economics for one year of the required experience.
  2. Applicants may substitute one year of professional accounting or auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of or application of Generally Accepted Accounting Principles; the federal uniform guidance code, US Department of Education’s EDGAR, and COMAR requirements. Experience in filing a variety of federal reports on a quarterly, semi-annually, and annually basis. Have experience with working in FMIS to manage the Division’s federal, State, and Special funds. Working knowledge of procurement State procurement requirements, able to manage in a diverse working environment. 

LIMITATIONS ON SELECTION
