Introduction
The Maryland State Department of Assessments and Taxation (SDAT) is seeking a Chief Accountant to manage its accounting operations located in downtown Baltimore.

SDAT is looking for a knowledgeable professional with financial monitoring and analysis skills to ensure the accuracy and integrity of its accounting operations in compliance with applicable standards, rules, and regulations.
The Accounting Division Manager at the SDAT will serve as an invaluable resource for executive leadership, participating in proactive decision-making and problem solving, identifying opportunities for process improvements, and providing comprehensive recommendations on fiscal matters based on his/her on professional knowledge and judgment.

Main Purpose of Job
POSITION DUTIES
Responsibilities include:
- Managing and overseeing the daily operations of the accounting department;
- Monitoring and analyzing accounting data and producing financial reports or statements;
- Establishing and enforcing proper accounting methods, policies, and principles;
- Ensuring excellent customer service is provided in interactions with all internal and external customers;
- Preparing, analyzing, and interpreting financial, statistical, and narrative reports of fiscal operations for Department budgeting and fiscal planning;
- Assessing accounting operations and identifying units or activities that require tighter internal controls; developing, implementing, and maintaining effective internal controls to ensure the accuracy and reliability of fiscal records and to protect fiscal resources from fraud and waste;
- Developing, implementing, and managing new and revised accounting policies and procedures and standards as needed based on new programs, laws, revised General Accounting Division procedures, audit findings and policy changes;
- Maintaining a working knowledge of the latest developments in Accounting standards, rules and requirements;
- Directing and managing month-end and year-end close-outs in accordance with generally accepted accounting principles, and produce the monthly financial reports and forecasts;
- Directing the preparation of periodic and special reports or statements for use by management and control agencies.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in Accounting or in Business with an emphasis in Accounting from an accredited college or university Copy of transcript is required.
Experience: Minimum of 6 years accounting experienceMinimum of 3 years of experience in supervising accounting personnel and operations.
Notes:
1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a Master's degree in Accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

- Customer service oriented with demonstrated leadership skills
- Experience in financial analysis and developing performance measures
- Experienced EXCEL user
- Experience in Maryland State government accounting
- Demonstrated supervisory skills
- Effective written and communication skills as demonstrated in a cover letter
- Ability to multi-task and meet deadlines required
- Certified Public Accountant (CPA) or CPA exam candidate
