Introduction

The Department of Labor, Licensing and Regulation (DLLR), Office of Administration is accepting applications for a Fiscal Services Administrator II. This Management Service position will function as the Manager of Fiscal Services.

Main Purpose of Job

This position oversees three of the five Fiscal Teams within Department of Labor, Licensing and Regulation Office of Administration and the Payroll/Timekeeping Unit under the direction of the Fiscal Director. Each team under this position's supervision is responsible for the general accounting, cash management, cash forecasting, financial reporting, working fund, time distribution, grant management, and accounts payable for its assigned divisions. This position has responsibility for all approvals, planning, organizing, coordinating, and implementation of the necessary systems and workflow processes to ensure the timely and efficient processing of fiscal transactions. The position will implement, review, maintain, evaluate and reconcile fiscal policies and procedures for the Department of Labor, Licensing and Regulation. This position oversees the accounting and reporting for the state, federal, and special funds.

POSITION DUTIES

Manage and supervise assigned Fiscal Supervisors and the Payroll/Timekeeping Supervisor.

Implement, review, maintain, evaluate and reconcile fiscal policies and procedures.

Oversees accounting and reporting for state, federal and special funds.

Manages general accounting, cash management, cash forecasting, financial reporting, working fund, time distribution, grants management and accounts payable.

Maintain and document communication with assigned program leaders and directors.

Administers fiscal administration of assigned programs and supervise fiscal administration of staff assigned programs.

Document all processes and procedures performed by fiscal administrators and direct participation in continual process improvement.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to minimum qualifications stated.

Education: A Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing. Additional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles or other fiscal related work may be substituted for up to one year of the required education.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles or other fiscal related work.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirements referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have the following:

Demonstrated experience with Federal Grant Experience

Experience with FMIS and other state accounting and budgeting systems.

Four years of supervisory experience.

Certified Public Accountant (CPA) preferred.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
