Main Purpose of Job
POSITION DUTIES
Reviews the accuracy of documents for processing in Financial Management Information System (FMIS), Automated Fiscal System (AFS ) & CHESSIE (the Maryland Children's Electronic Social Services Information Exchange system). This includes but is not limited to direct vouchers, travel vouchers, invoices, and inter-agency payments processed through FMIS.
Records all financial transactions not paid within the CHESSIE system to the appropriate foster child's control ledger within the same month the transaction occurs.
Researches discrepancies in transactions to ensure financial accuracy and proper budget coding. Communicates with internal and external customers regarding corrections as needed.
Reviews 310's prepared by Title IV-E Specialist or other staff members that correct a child's IV-E eligibility.
Prepares the necessary journal vouchers to correct the codes and processes the journal vouchers through AFS in the same month 310's are received in Finance.
Prepares and records deposits to the various agency accounts. Processes Emergency Check Requests.
Verifies cash from the Cashier booth as needed. Provides customer service to both internal and external customers that meet or exceed the standards set by the Department.
Participates on Strategic Planning Quality Improvement Committee or a Sub-Committee as assigned. Provides on-call emergency shelter management duties, as needed
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.
Notes:
1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.
2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.
3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
The ideal candidate will possess the following:
1.One year of experience performing Accounts payable/payment processing
2.One year of experience performing bank account reconciliations.
3.One year of experience using Microsoft Excel
