Main Purpose of Job

This position assists the Montgomery County Office of Child Support Enforcement (MCOCSE) division within the Department of Human Resources (DHR) in posting child support payments to the Child Support Enforcement System (CSES) by maintaining accounts, accepting and processing child support payments through the scanning process.

This position functions at the full performance level of duties and receives general supervision. The incumbent in this position also provides assistance to the Establishment and Enforcement Units by assisting with escrow reports and determining the best course of action required to disburse payments to the custodial or non-custodial parent.

POSITION DUTIES

Reviews adjustment requests and documentation for correctness/completeness to adjust accounts accordingly.

Updates account information and deletes accounts when appropriate.

Maintains documentation of account transactions and records pertinent information in Child Support Enforcement System (CSES) case action logs.

Provides customer service to both internal and external customers that meet or exceed the standards set by the Department.

Receives payments, issue receipts and handle customer inquires at payment window. Accepts applications, fees for child support enforcement services and provides needed information about child support program.

Reviews applications for completeness, log-in, refers to Intake Unit and posts application fee to the specified account.

Refers customers to community resources and programs and coordinates with employers and other State's child support agencies to resolve payment discrepancies.

Processes and scans payments to the State Disbursement Unit (SDU) in compliance with CSEA's Standard Operating Procedures for Electronic Payment Processing.

Reviews the Fiscal Escrow reports and determines the appropriate action for disbursement including the location of payee's correct address.

MINIMUM QUALIFICATIONS

IMPORTANT, PLEASE READ: You must possess the minimum qualifications listed below to be approved for this recruitment.

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (Ex. Word, Excel, Access, etc.) used in each of the positions you held. 

EDUCATION : Graduation from an accredited high school or possession of a high school equivalency certificate.

EXPERIENCE : Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

NOTES :

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

 2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience and knowledge of basic accounting principles.

Skill in resolving problems associated with incomplete, inaccurate or conflicting data and roconciling specialized accounts.

Skill in managing work time efficiently and under deadlines.

Ability to use computer to access, input and extract data.

Ability to communicate effectively and maintain effective working relationships with agency fiscal staff, data processing clerks, vendors, and fiscal control agencies.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
