Main Purpose of Job

The primary responsibility of the Project Coordinator will be to work with Project Managers, IT and business management team members to support projects from start to finish. The Project Coordinator will collaborate with internal cross-functional teams to develop WCC business and technical project requirements and plans and will be a member of the team responsible for managing all aspects of IT projects throughout the systems development lifecycle. The Project Coordinator supports a broad range of projects that will refine and automate critical business processes and then integrate supporting technology systems to maximize efficiencies. This role requires close collaboration with business users and information technology staff to deliver technology solutions in support of Agency-wide business functions

POSITION DUTIES

POSITION DUTIES

  • Perform day to day activities associated with assigned projects including scope management, schedule management, risk management, communications management, and process improvement.
  • Act as a liaison among Project Manager, IT staff, internal and external customers, partners, vendors & WCC management team on technology projects to define project scope, plan, requirements, schedule and resource needs/availability
  • Facilitate execution of assigned projects according to deadlines, scope and within budget and according to established guidelines and best practices
  • Coordinate the efforts of WCC project team members and third-party software, hardware, and services contractors or consultants in order to deliver projects according to plan.
  • Document & maintain project plans; perform project status reporting, manage risks for assigned projects, conduct quality assurance testing and reviews, lead IT product demonstrations, perform end user training for assigned projects, develop and review project technical and end user documentation and training materials,  lead post-implementation reviews.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

 Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

 2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The following is a required qualification.

Candidates MUST possess the following:  Two years of professional experience in analysis, planning, design, full stack development, documentation/reporting, implementation and coordination of  IT projects to deliver applications  for  Windows Server 2008+ and Windows 7+, using  Microsoft  Visual Studio, Team Foundation Server (TFS)  and .NET Framework 4+ with  C#,  HTML5, CSS, XML, ASP.NET, MVC, REST, SOAP, WebAPI, JavaScript libraries and  frameworks (jQuery, JSON, AJAX,  Angular , React, NodeJS), SQL Server 2008+, Microsoft Office Project 2010+, Microsoft Office Visio 2010+

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong understanding of the system development life cycle (SDLC) under iterative (Agile) and hybrid project methodologies, PMI’s project management body of knowledge (PMBOK),  development and operations integration (DevOps) or similar methodologies, frameworks and best practices for IT project management and  service delivery 
  • Experience as a  project team member on IT projects that involved business process reengineering, organizational change, and transforming multiple technology components 
  • Excellent communication and presentation skills including ability to interact effectively with various levels within the organization and  experience engaging and working with vendors/partners to effectively deliver projects     
  • Experience in creating applications using a low-code/no-code solution (such as, but not limited to Appian, Pega, Outsystems, Bizagi).
  • Working knowledge of current information security standards and  best practices, virtualization technologies,  on premise,  hybrid,  and cloud  IT architecture designs and legacy modernization

SPECIAL REQUIREMENTS

Employee may be required to be on-call or occasionally or asked to work outside of normal work hours or on weekends for production emergencies as well as planned system upgrades and therefore  required to provide the agency with a telephone number or other mutually agreeable contact method where the employee can be reached.  Employee may be required to drive to Agency Regional Site locations and must have a valid MD Driver's License.
