Introduction

The Database Specialist II fulfills the full performance level of work designing, developing, implementing,  and maintaining computer database management systems. This position is located within the Office of Workforce Information and Performance (OWIP).

Main Purpose of Job

The primary purpose of this Database Specialist II position is to fulfill the IT duties and responsibilities required by DLLR to implement WIOA Eligible Training Providers and Programs in Maryland. This position will be responsible for creating and mainatining WIOA databases and related reporting as they pertain to educational institutions subject to DLLR's approval and monitoring authority. This includes all segments of postsecondary education including, but not be limited to: community colleges, public and private four-year colleges and universities, and private career schools. This position will perform the functions identified below:

1. Import and export data files used in the collection and maintenance of program performance data including data standards and IT database development (via Access VBA and SQL Server)

2. Provide IT programming support for the maintenance of the current Maryland Eligible Training Provider List database and modifications to include new requirements for Maryland Eligible Training Providers and Programs (via .NET).

The position is a single IT programmer position to provide full support for the DLLR's workforce initiative. This is performed independently through IT programmer duties both to collect and analyze electronic data and maintain and develop internal and statewide computer databases, related reports, queries, and stored procedures. This includes writing and editing programming code, creating IT upload and download processes for DLLR's approved training providers to submit this data, developing and modifying reports and queries using the databases, and connecting the Access and SQL databases to DLLR's Maryland Eligible Training Provider List .NET webpages.

Create and maintain IT databases (Access and SQL) for use with workforce reporting; develop and implementing new (or modify existing) programming code and databases for the State's postsecondary education workforce systems to meet changing needs in the State or Federal government. Design and produce webpages (.NET) to display WIOA reporting data. This will include annual reporting of the performance variables of over 500 workforce training programs of approximately 150 postsecondary institutions (including colleges, universities, and private career schools). Resolve Access VBA, SQL database, and Excel VBA coding and reporting issues as related to Training Provider data submissions and ensure quality and consistency of data and compliance with State and Federal standards. Manage ad-hoc requests of data processing with other State agencies or institutions. Also answer questions and resolve discrepancies in data reporting with postsecondary education institutions submitting data.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of work experience writing code in: (1) Visual Studio 2010 or above; (2) ASP.NET framework 4.5 or above; (3) SQL Server 2012 or above to create databases, tables, queries, forms, reports, agent jobs.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in one or more of the following: (1) development of databases using client-server base technologies including Microsoft Access and SQL server; (2) experience using Dreamweaver, java, and Visual Basic scripting to create and modify webpages; (3) working independently; (4) effective written and oral communication skills; (5) experience with college administrative or higher education data systems; (6) experience with providing IT training and technical assistance.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
