The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Department of Housing and Community Development has an immediate opening for a Database Specialist in its Division of Information Technology. The main purpose of this position is the design, development, testing, implementation and maintenance of database software systems and programs. Most of the Agency's transactional-based information systems are comprised of custom-developed front-end software applications, databases and middleware derived from database tools. Some of these line-of-business software platforms use Commercial-Off-The-Shelf software as their foundation, but many systems are developed entirely from scratch. The Agency's Database Specialists develop and maintain this plethora of databases and programs in accordance with departmental programming standards and methodologies, along with State Development Life-Cycle guidelines.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

EXAMINATION PROCESS

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. The Department of Housing and Community Development offers a flexible work schedule, telework and job sharing options; training, advancement and career path opportunities; casual business dress on Fridays and a competitive salary.  There is also ample free parking at its current office.
