Main Purpose of Job

The Enterprise Modernization Technical Writer is responsible for assisting with interviews, documenting current practices, processes, and business rules, and then participating in conversations with co-workers, leading to new, “to-be” processes, business rules, and procedures. The “to-be” material will become the input to the development of new business applications, processes, and regulations (as needed). The Enterprise Modernization Technical Writer supports the Enterprise Modernization project, as well as performs other technical duties as assigned.

To provide technical writing services to the WCC Enterprise Modernization project, the individual in this position will assist in collecting user requirements and business processes, then creatively presenting simple to complex information in electronically created documents or other digital content delivery methods for both technical and non-technical audiences. The successful candidate plays a vital role in creating and editing technical design models, project artifacts, graphics, charts,  end user guides, tutorials, training aids, context sensitive help and tool tip content for business processes and  desktop, web, and mobile based software applications and environments to support public users, attorneys, employers, insurers, healthcare providers, vocational rehabilitation practitioners, government partners, Commission employees and other users of Commission services.    

POSITION DUTIES

·         Supports the documentation process by researching and gathering technical information,  creating new content and reviewing existing technical content to satisfy Commission, state, and federal requirements including formatting  and content support for federal Americans with Disabilities Act Section 508 (usability standards) and State of Maryland Nonvisual Access (COMAR 14.33.02.01-.12) requirements

·         Applies interpersonal and interviewing skills to gather needed information from Commission professionals and teammates/partners to support writing activities and objectives.

·         Assists with soliciting user requirements, user stories, and user process details

·         Researches and collaborates with Commission technical and business professionals on the most effective way to present operating procedures and user instructions.

·         Writes clear, persuasive, and articulate instructions and procedural sections; translates technical and other ideas into easily understandable text; rewrites and reviews related technical documents.

·         Organize material and complete writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology.

·         Maintain records and files of work and revisions.

·         Edit, standardize, or make changes to material prepared by other personnel or establishment personnel.

·         Establish the electronic file structure, archive, and back-up capability and procedures for all documents and materials on the team’s server system.

·         Be part of a team to make recommendations and implement solutions.

·         Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose, multi tasking computers.

Experience: One year of experience maintaining and modifying operating systems for multipurpose, multi tasking computers.

Notes:

1. Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose multi tasking computers may be substituted for the required education.

2. One additional year of experience maintaining and modifying operating systems for multipurpose, multi tasking computers may be substituted for the required education.

3. Experience operating multipurpose, multi tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi tasking computer systems; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages; or designing, developing and maintaining communications networks may be substituted for high school on a year for year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The following is a required qualification. Candidates MUST possess the following: 

  • Two years of experience in technical writing of systems development lifecycle (SDLC) documentation, requests for proposals (RFP), end-user documentation, digital content design, and editing business process diagrams and narrative documents

DESIRED OR PREFERRED QUALIFICATIONS

  • Undergraduate or graduate major or minor in English, history, or other liberal arts program
  • Additional two or more years of technical writing or quality assurance experience
  • Experience working with desktop publishing, word processing, and on-line documentation software
  • Experience working with industry writing style such as grammar, sentence form, and structure
  • Good communication skills for interacting with personnel
  • Proofreading and editing skills
  • Experience in developing graphics and multimedia digital content for technical training and business information delivery
  • Ability to convert technical knowledge into easily understood terms
  • Ability to work independently and as part of a team.

SPECIAL REQUIREMENTS

  • Employee may be required to be on-call or occasionally or asked to work outside of normal work hours or on weekends for production emergencies as well as planned system upgrades and therefore required to provide the agency with a telephone number or other mutually agreeable contact method where the employee can be reached. 
  • Employee may be required to drive to Agency Regional Site locations and must have a valid MD Driver's License.

SELECTION PROCESS

Successful candidates will be ranked as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED and placed on the employment (eligible) list for at least one year.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. 

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
