Main Purpose of Job

The main purpose of this position is to manage ITCD staff members to ensure the continuing operation of the Department of Public Safety and Correctional Services Information Technology systems, thereby maintaining and providing data, information and communication services to the DPSCS criminal justice agencies and the public. This is also an advanced managerial position that focuses on implementing SAN and server solutions that are part of ITCD's IT architecture plan as approved by the DCIO and CIO. The primary responsibilities include management of personnel, ensuring outstanding customer service, maintaining accurate documentation, and providing resolution of technical issues and problems to ensure DPSCS SAN and server systems are operational and available at all times. This is an essential position that may require 24x7 on-call availability.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Administers the planning, integration and maintenance of software and hardware to ensure the secure DPSCS storage area network (SAN) and server systems are operational and available to all users, 24 x 7 using ITCD policy, procedures and standard hardware and software.
  • Manages, coordinates training, and evaluates job performance of Computer Network Supervisors and Specialists, providing outstanding customer service, by addressing and resolving system and user problems to ensure the DPSCS network and server systems are operational and available to all users, 24 x 7 using ITCD policy, procedures and standard hardware and software.
  • Maintains system hardware and software documentation.  Ensures documentation is current and accurately reflects the operating and disaster recover environments.
  • Escalates problems to the Deputy Chief Network Officer as required.  Keeps DCNO and DCIO informed of the status of all projects and issues on a constant basis.
  • Communicates with Information Technology Administrators and other Computer Network Managers, staff, users, vendors, and other agencies to ensure DPSCS network systems are operational and available to all users 24 x 7 using ITCD policy, procedures and standard hardware and software.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Five years of experience designing, developing, testing, implementing and maintaining Windows, AIX and Unix servers and large scale storage area networks (SAN) - deleting applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2.Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

  • 3 years of experience maintaining Windows servers and large scale storage area networks (SAN)
  • 3 years of experience maintaining AIX and Unix servers and large scale storage area networks (SAN)

 

SPECIAL REQUIREMENTS

The duties and responsibilities of this position require that the incumbent be identified as an EMERGENCY ESSENTIAL EMPLOYEE.  As defined in Executive Order 01.013.1981.10 Procedure for Release of State Employees Under Emergency Conditions, an emergency essential employee is one whose duties are of such a nature as to require the employee to report to work or remain at the work site to continue agency operation during an emergency situation.  The appointing authority or designee may excuse emergency essential employees from duty, or require their presence, as circumstances and conditions warrant, to maintain minimum staffing requirements for the affected facility(ies).  Emergency Essential Employees will be notified of their essential status no later than December 1 of each year.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
