Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for IT Programmer Analyst II position. This position performs functional requirements analysis, system design, application programming, quality assurance, application deployment, and application maintenance for the Department of Labor, Licensing and Regulation Central Systems Unit as well as the Office of Unemployment Insurance.

Main Purpose of Job

The position performs functional requirements analysis, system design, application programming, quality assurance, application deployment, and application maintenance for the Department of Labor, Licensing and Regulation Central Systems Unit as well as the Office of Unemployment Insurance. The position provides functional requirements analysis, system design, application programming, quality assurance, application deployment, and application maintenance using  VB.NET, Visual Objects, MS-SQL 2012, XML, Java Script, and other tools to meet the needs of user.

Develops, promotes and enhances use of Internet technologies to provide greater public access and self service of information and services offered by DLLR programs.  Develops and publishes HTML documents for the DLLR, UI, GWIB and Internet websites.  Works with DLLR Program units to identify new web content, facilitate change of existing web content, coordinate information, and design and publish program-related documents on the Web in order to provide greater public access to DLLR information and services.  Develops interactive online applications for DLLR website and Intranet that allow the public to complete tasks online, thus bypassing mail communication and in-person visits that were required to complete the same tasks in the past, resulting in time and cost saving on both the public’s part and the Agency’s part.

POSITION DUTIES

Duties of this position include, but are not limited to:

APPLICATION/PROJECT SUPPORT:  

Provide and assist team members in providing accurate input to project research, impact analysis, time estimates and project plans. Demonstrate thorough knowledge of assigned application(s) from both business and technical perspectives. Prepare feasibility studies, technical evaluations and alternatives analysis as directed. Coordinate technical review, impact analysis and installation of assigned application projects and enhancements. Write system programs or make modifications to existing system programs to meet specific user requirements. Ensure program and system documentation is adequate and accurate.  Utilize, recommend and support productivity tools.

TECHNICAL SUPPORT: 

Perform proficiently using advanced and effective technical skills and techniques. System and program analysis and design.  Detailed system and program specifications from general requirements working with designated  user contacts.  Coding, compiling and testing of program modifications.Preparation, execution and evaluation results of unit, system and acceptance test plans, test criteria and data. Use of appropriate file structures, system utilities and technical tools. Error resolution and debugging techniques.  Coordinate test system adequacy, usage and documentation.  Ensure program and system documentation is adequate and accurate.  Utilize, recommend and support productivity tools.

Provide direction and review of technical planning, design, coding and implementation techniques of other team members. 

Maintain vendor purchased application at the current release level.  Maintain in-house components at a level that conforms with the operating environments.  Maintain application systems at a high level of production stability and performance. Ensure completeness and accuracy of production update components. Maximize performance, operating efficiency and effective computer resource usage through evaluation, recommendation and/or installation of system tuning techniques. Reduce application incidents and outages. Respond promptly to production problems on assigned systems, providing sound judgment, analysis and appropriate solutions.  Review/follow-up on incidents to ensure non-reoccurrences.  Act as a technical consultant for other systems as requested.  Recommend and support application and procedural improvements.

CUSTOMER SERVICE:  

Assist in recommending "best" solution for current user needs and design in application. Develop, maintain and enhance user and management confidence, credibility and respect through continued quality of performance, service and responsiveness.  Recommend and support ideas for improving the way we do our work. Invite changes to make work more satisfying. Assist in developing written system user guides and procedures for the day-to-day operations of the local office members.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding the qualification(s).

6 months of professional experience developing, testing implementing and maintaining web software applications on IIS 7+ systems using Visual Studio 2012 or later, SQL 2012 or later, and NET Framework 4.x+ with ASP.NET, VB. Net or C#, jQuery, and Java Script.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that posses the following. Include clear and specific information on your application regarding the qualification(s).

  • Experience with MS SQL Server 2012 or later including development of stored procedures, triggers and SSIS packages.
  • Experience with team Foundation Server or other source code management tools.
  • Experience developing and delivering software under Agile methodologies.

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
