This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments. Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

The OIG conducts a full range of audits, investigations, and inspections that may include elements of finance and compliance, economy and efficiency, and program results. These audits help to prevent and detect fraud, waste, abuse, and mismanagement of fiscal, material and personnel resources. Accordingly, the OIG shall ensure the objective review of: legislative audit exceptions, financial operating procedure and internal control; management and operation of institutions and facilities; property and equipment; electronic data processing and management information systems; personnel and standards of conduct; agency operational functions and activities; Managing for Results (MFR) performance data and outcomes; and compliance with executive, legislative, judicial and administrative policy and procedure. The results assist the Secretary in evaluating the overall performance and efficiency of the department's operations and functions. Under the supervision of the Audit Supervisor (AS), who reports to the Deputy Inspector General (DIG), this position performs as an Internal Auditor Lead who typically leads OIG lower level auditors, or other detailed staff, with the responsibility to conduct Department and agency internal and external audits, including conducting annual audits of local government's records for compliance with State of Maryland laws and Departmental program procedures and policies relating to the housing of inmates by local jurisdictions and other local entities. In addition, this position performs as an Internal Auditor Lead who typically assigns, reviews, and approves the work of lower level auditors, and has the responsibility to conduct Department and agency internal and external audits or inspections of, including, but not limited to: fiscal accounting; financial reporting; internal control systems; risk management; performance; capital construction; facilities maintenance; payments, reimbursements, and collections required by statute or contract; procurement contracts for goods and services; Federal and State grant awards; data quality and security of criminal justice information systems (CJIS), automated offender-based information systems (OBSCIS), and other electronic data processing (EDP) systems; economy and efficiency of budgeted programs and activities; property, equipment, and sensitive inventories; and, compliance with executive orders, legislation, regulations, court orders, consent decrees, administrative policy and procedure. This position also typically leads lower level internal auditors in the performance of administrative investigations that include any substantial and specific danger to health, life and safety as well as fraud, collusion, corruption, abuse of authority, misappropriation of Department assets, and other alleged activity, or conduct resulting in the loss, waste or abuse of operating or personnel resources. Each audit, investigation, or inspection results in a report containing findings, conclusions, and recommendations for management's consideration. These specific and unique duties are frequently of a confidential and sensitive nature and are conducted in accordance with an approved annual audit work plan.

POSITION DUTIES

Some of the duties of this position include, but are not limited to:

  • Leads lower level auditors in conducting the full range of departmental and agency internal and external audits, administrative investigations, and random inspections, which are frequently in-depth, confidential and sensitive in nature, and in accordance with an approved annual audit workplan.  This position assigns, reviews, and approves the work of lower level auditors which includes the collection, interpretation, analysis, and documentation of information, audit findings and recommendations for corrective action, that are included in each audit report and submitted to the AS for review and approval.
  • Assigns, reviews and approves the work of lower level auditors to determine the validity, reliability, and adequacy of documentation in support of the audit findings and adherence to established policy, procedure, generally accepted accounting principles and internal auditing standards before submitting to the AS for approval.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • One year of experience in the evaluation of audit, inspection and investigation results to identify and analyze findings or deficiences, and making recommendations for corrective action.
  • Possession of a valid driver's license.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

All persons who meet the minimum qualifications will be approved on the certification list and will be placed on the employment (eligible) list for at least one year. BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
