Main Purpose of Job

The main purpose of this position is to manage the mandatory Respiratory Protection Program (RPP) for the Department of Public Safety and Correctional Services (DPSCS) in accordance with State, Federal and DPSCS standards, policy and law. This position plans, organizes, reviews and supervises the work of subordinate contractual Registered Nurses. The incumbent is responsible for the administration of annual RPP medical evaluations, data management, tracking and ensuring appropriate medical management of employees required to qualify to wear protective respirators. This position communicates health education and instructions relevant to employees' ability to safely wear protective respirators in the performance of their duties within correctional facilities. This position participates in collaboration during emergency events, as well as, training and dissemination of medical reference materials. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

POSITION DUTIES

Develops implements, administers, and evaluates large scale epidemiological programs established to control the incidence of respiratory disease within DPSCS facilities through medical evaluation associated with respirator fit-testing for employees. Coordinates the Respiratory Protection Program and conducts blood borne pathogens training with facilities management. Medically manages employees who present with adverse reactions post-vaccination. Responsible for contact tracing, interviewing, dissemination of disease information, medical management, data collection, documentation and reporting outbreak incidents. Supervises, directs and evaluates subordinate personnel. Monthly reporting requirement to senior leadership and the scheduling of personnel assignments;

 

Develops standards for epidemiological protocols for medical evaluation and management, staff counseling, medical follow-up, diagnostic criteria and morbidity reporting. Maintains a medical network for collaboration in the event of suspected disease outbreaks which includes medical consultants, local health departments, DPSCS Inmate Health medical staff, the State Medical Director, and others within the DPSCS medical community, as warranted;

 

Drafts recommendations and assists in the development of departmental directives and memoranda of new respiratory protection policies. Disseminates through the Human Resources Services Division new or revised public health law and regulations potentially impacting upon DPSCS prevention and control programs;

 

Represents the Department in a liaison capacity with health officials of other State, county and local agencies concerning administrative and epidemiological control programs to contain or eliminate respiratory disease among DPSCS staff, family, and colleagues. Acts as the respiratory protection, prevention and control subject matter expert for the DPSCS, collaborates with environmental safety and control units on respiratory protection protocols, and represents the DPSCS as a witness at worker compensation hearings. Provides guidance and support services to other Departmental agencies and units related to respiratory disease;

 

Develops appropriate policies and standard operating procedures for the unit;

 

Responsible for proper inventory management and control of medications, medical equipment, and all other resources used in the performance of assigned duties. This includes, but is not limited to, the review, completion and submission of control documentation, proper storage of medication, placing timely supply orders to ensure appropriate inventory levels of supplies, timely submission of travel requisitions and expense reports. Follows prescribed procedures for cleanliness, sterility and aseptic techniques;

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Nursing under the licensing requirements for Registered Nurses.

Experience: Two years of experience as a registered nurse, one year of which must have been in the option for which application is made.

Notes:

1. A Bachelor’s degree in nursing or a related field from an accredited college or university may be substituted for one year of general experience.

 2. A Master’s degree in nursing or a health-related field from an accredited college or university may be substituted for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

3. Employees in this classification may be required to successfully complete cardiopulmonary resuscitation training and maintain current certification.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
