Main Purpose of Job

The position serves as the manager of the statewide Maryland Breast and Cervical Cancer Program and the federally funded Colorectal Cancer Control Program. The purpose of this position is to organize, direct, and manage the two programs. The Maryland Breast and Cervical Cancer Early Detection Program has an annual budget of over $6.6 million. This is a highly complex program that involves directing and maintaining a statewide system for providing breast and cervical cancer screening for low income uninsured Maryland women in all 24 jurisdictions through 22 local health departments and two hospitals by working with the private medical community and community organizations, providing public education, outreach, professional education, quality assurance, surveillance, and evaluation. The Colorectal Cancer Control Program has an annual budget of $1.1 million. This position involves directing and managing a program that includes providing direct delivery of colorectal cancer screening services and establishing relationships with insurance companies, federally qualified health centers, private providers, and other entities to increase population based activities toward the end result of increasing colorectal screening through the state. This position programmatically supervises the project team of eight professionals. This position requires daily contact with professionals at the federal, state and local level as well as private medical providers, and community organizations, regarding program development, implementation, resolution of problems, and coordination of services. This position is responsible for the development of grant application instructions, policies and procedures for grant implementation and funding, policies and procedures for the clinical delivery of services and case management for individuals monitoring grant progress, and the administration, coordination, and evaluation of the local health department grants and hospital competitive request for proposals. Additionally, this position oversees and directs a program expansion of the Breast and Cervical Cancer Diagnosis and Treatment Program (BCCDTP) into the Breast and Cervical Cancer Screening Program. The expansion program works in all 24 jurisdictions and includes development and implantation of new contracts, policies and procedures for the expanded program; data collection and monitoring; and monthly data reporting to Family Health Administration and to DHMH leadership. Additionally, this position provides clinical oversight and guidance to the three programs: Maryland Breast and Cervical Cancer Program, Colorectal Cancer Control Program, and the expanded BCCDTP through local health departments.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including three years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have demonstrated public health experience at either the federal, state, or local level.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your current license or license verification should accompany your application.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
