Main Purpose of Job

The purpose of the position of the Quality Improvement/Infectious Disease Nurse is to monitor the contractual requirements for the delivery of health care to inmates/detainees throughout Department Of Public Safety & Correctional Services (DPSCS) correctional facilities while maintaining control of infectious disease issues including appropriate housing, infirmary care, isolation, panel reviews, and oversight of treatment.  This position will monitor the level and standard of health care provided by contractors for compliance with requirements enumerated in Department of Public Safety & Correctional Services ( DPSCS) contracts; review the quality of care at facilities via the quality improvement audit processes; work with correctional and health care providers to assure staff are aware of health services contractual requirements, policies and procedures.  Additionally, this position will monitor that standards of health care are maintained at  Department of Public Safety & Correctional Services (DPSCS) facilities through frequent contact with the ACOMs assigned to those facilities and through “walking around” audits that enable the position to visualize real-time problems and solutions.  Position will also monitor continuity of care between the facilities, off-site locations, and upon discharge from the facilities by assuring compliance with the Department’s health services contracts for inmate health care.  

POSITION DUTIES

Completes audits as assigned following DPSCS Nursing protocols and submits reports on findings.  Completes ad hoc audits and submits reports on findings.

Visits at least one facility site each month for “walk-around” audits with ACOM or alone and submits findings via verbal or written report as agreed upon in each instance.

Recommends criteria for Corrective Action Plans (CAP’s) based on outcomes established through audit processes.

Tracks and monitors CAPs for resolution of identified deficit. Recommends resolutions for problems, and may develop a proposal for liquidated damages as a part of a review process and/or report findings as needed following the contractual agreement.

Participates in the development, evaluation, testing, and implementation of new audit tools based on annual review and evaluation of DPSCS policies and procedures.

 Participates in Disaster Preparedness planning and exercise as requested by the DON. Acts as liaison to other State Departments for infectious disease issues and/or information sharing as needed for inmate quality of care and continuity of care matters.

Assumes a role in a specific infectious or chronic disease program in compliance with DPSCS policies and procedures and maintain data, prepares reports as requested by the DON. Acts as back-up to co-workers on their specific disease program assignments.

Provides other duties as necessary and/or assigned .   

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including one year of experience in an administrative, supervisory, consultative or teaching capacity.

Notes: 1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
