Main Purpose of Job

The main purpose of this position is to serve as Human Resources Liaison for Worcester County Health Department with our Personnel Officer at DHMH and to manage the human resources functions at the Worcester County Health Department by supervising Personnel Clerks.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should currently be working in Human Resources and should also have supervisory experience. Incumbent must also be able to work at and travel to all sites of the WCHD.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
