Main Purpose of Job
The Prevention and Health Promotion Administration's (PHPA or Administration) mission is to improve the health of Marylanders by reducing the transmission of infectious diseases helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards. Reporting to Chief of the Office of Immigrant Health (OIH), within the Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB) this position serves as the senior epidemiologist and is responsible for all Maryland refugee health data. This position manages the statewide refugee health database (Maryland Immigrant and Refugee Information System (MIRIS),and monitors the data submitted under the auspices of the refugee fee-for-service health screening program. This position also ensures that local health department staff is trained to use the MIRIS system. The incumbent conducts epidemiologic analyses of refugee health data and provides the primary data analysis for reports to the Centers for Disease Control and Prevention (CDC), Office of Refugee Resettlement (ORR), and the Maryland Office for Refugees and Asylees (MORA). The epidemiologist is also responsible for responding to refugee health data requests from local health departments and other partners. This position assists and/or organizes training programs for local health department/clinic staff and resettlement agencies, as appropriate. The incumbent participates in local health department/clinic site visits in coordination with the Chief of OIH and other IDEORB colleagues, and serves as a liaison for refugee, asylee, and other humanitarian immigrant health related questions from local health departments and other refugee resettlement partners.
Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics. A copy of your graduate transcripts (official or unofficial) must accompany your application
Experience: Three years of experience as an epidemiologist subsequent to receipt of the Master’s degree.
Note: 1. Candidates may substitute a Doctoral degree in the field of Public Health from an accredited college or university with a minimum of six graduate courses in Epidemiology and three graduate courses in Biostatistics for the required education and experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The successful applicant should have extensive training and knowledge of public health surveillance methods; knowledge of communicable diseases; advanced statistical and analytic skills and methods using appropriate analytic and database software; experience working with multiple data sources and creating, as well as analyzing, matched datasets excellent oral and written skills for communicating with internal partners and external partners and the public; and be able to work closely with culturally diverse populations.
