Main Purpose of Job

The mission of the Maryland Department of Health's Prevention and Health Promotion Administration's Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylanders by reducing the transmission of HIV, STIs and viral hepatitis and helping impacted persons live longer and healthier lives. We work in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of these infectious diseases. In partnership with other IDPHSB offices and centers, public and private sector partners, and impacted communities, the Center for HIV Prevention and Health Services (CHPHS) develops, funds, and evaluates HIV prevention and health services, and provides training, support and technical assistance to develop the capacity of agencies and individuals to successfully deliver those services. The main purpose of this position is to manage all stages in the monitoring and evaluation of HIV prevention and health services programs in collaboration with other Evaluation Division members. This position analyzes statewide data to describe trends and evaluate changes in HIV prevention and health services outcomes. Based on analyses of evaluation data, this position recommends programmatic changes to enhance the effectiveness of HIV prevention and health services programs across the state. This position reports to the Deputy Center Chief for HIV Evaluation.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in BiostatisticsA copy of your transcripts (official or unofficial) must accompany your application.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience with epidemiologic and health services data (e.g., surveillance data, electronic health records), experience working with Microsoft Access and/or other relational database systems, and knowledge of the statistical software package SAS. Subject matter expertise and experience working with HIV prevention and health services preferred.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
