Main Purpose of Job

This position performs technical work, which involves a knowledge of soil and water conservation principles, practices, methods, and engineering. Includes survey, design, layout, and construction check of project installation. Work is done in conjunction with the agricultural land owner operator. This position assists the Soil Conservation Districts in the design and implementation of Best Management Practices (BMP's).

POSITION DUTIES

Perform site specific surveys in areas where a Best Management Practices (BMP) is needed that collects all data points, including set up and utilize survey equipment and keep notes current and up to date in project folder.

Develop design of BMP from survey points to assist cooperator with the installation of soil conservation and water quality improvement projects.

Perform site specific evaluations for cooperators on agricultural land to address soil and water conservation needs.

Oversee and track on-site construction of BMPs to assure adherence to approved plans and specifications through the use of site visits, survey, spot checks, and inspections.

Interpret resource materials including maps and aerial photographs to assist in the development of the design of engineering practices.

Determine BMP eligibility for Maryland Agricultural Cost Share funding and/or co-cost sharing for partner cost share programs; provide prospective applicants with basis eligibility requirements and assist with enrollment and participation.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a state high school equivalence certificate.

Experience: One year of experience related to soil and water conservation in such areas as surveying, drafting, construction, or agricultural work.

Notes:

1. One year of additional experience as defined above may be substituted for the required education.

2. Applicants may substitute education at an accredited college or university at a rate of 30 semester credit hours per year with at least nine credits of course work in engineering, construction, drafting, surveying, science, agronomy, or mathematics or any combination thereof, for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in soil conservation classification or soil conservation specialty codes in the natural resources management and biological sciences field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:  Experience conducting site specific surveys; experience performing construction checks to determine compliance; experience performing engineering design calculations and computations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
