Main Purpose of Job

This position provides administrative direction and oversight, technical knowledge, assistance and support to the Maryland Center for School Safety (Center) in the areas of school administration, school safety, violence prevention, student behavior and disciplinary consequences/alternatives, school climate/culture, and school/community-based prevention and intervention strategies and services for at-risk student populations. It also provides the development, design, administering, coordinating and delivering of related training in accomplishing the Center's mission of collaborating with local school systems in the State, law enforcement agencies, state and local government, community organizations and other stakeholders to provide a comprehensive, coordinated approach to school safety across the State.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

(Applicants must meet the Selective Qualification(s) to be considered.)

EXPERIENCE:  One year of experience in program development for, and/or providing administrative direction and oversight in two or more of the following areas:  (1) student behavior and disciplinary consequences/alternatives; (2) school climate and culture; (3) at-risk student prevention and intervention strategies and services; and, or (4) violence prevention.  (This Selective Qualification applies only to applicants not using education to substitute for experience - Note #2 under Minimum Qualifications.)

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience and awareness of multi-cultural issues and their impact on students and communities.

2.  Knowledge of, and experience with implementing evidence-based intervention/prevention practices and models.

3.  Demonstrated ability or experience in prevention/intervention programs or initiatives such as Positive Behavioral Intervention & Support, suicide prevention, conflict resolution, etc.

4.  Experience developing and delivering training

5.  Experience developing policies and procedures, providing leadership and supervision to staff and budget administration

6.  Experience with and/or developing surveys or assessments/data collection instruments and analyzing data collected and making recommendations based on data analysis.

7.  Experience analyzing and interpreting data specifically related to at-risk students as well as behavioral and expulsion data to include the understanding of disproportionality among recognized sub-groups

8.  Experience collaborating with local school systems, law enforcement/public safety agencies, governmental agencies, community organizations and other stakeholders

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a complete criminal background investigation to include a polygraph examination before appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum and selective qualifications will be considered for this classification.  It is, therefore, essential that you provide complete and accurate information on your application.  Successful candidates will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The list will be used by the hiring manager to select the individual to fill the vacancy.  The list will be valid for one year.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
