Main Purpose of Job

The main duties of this position are as follows: To serve as the primary contact person for the Office of Cemetery Oversight in dealing with consumers and businesses relative to their complaints against permit holders and registrants. To essentially function as assistant director to the Office making decisions in the absence of the Executive Director. Communicate with all parties involved in death care, negotiate final resolutions and recommend appropriate dispositions, which may include settlement, formal investigation, or institution of administrative or criminal charges. Perform unannounced on-site inspections of the premises of the permit holders and registrants including the grounds, burial structures, contracts and financial records ensuring statutory compliance and operational standards. Perform other inspections as delegated by the Director to determine regulatory compliance. Create and implement a strategy for data collection and entity reporting for all cemeteries and burial grounds in the State of Maryland. Maintain a current and comprehensive inventory of all cemeteries in Maryland including for profit, religious, non-profit, neglected, closed, abandoned, and family owned cemeteries. Ensure legal and ethical practices and prevent predatory behavior by cemeteries and the sellers of burial goods.

POSITION DUTIES

  1. Performs analysis of relevant administrative plans and policies as they apply to cemetery issues.
  2. Facilitates the preparation of criminal cases by gathering relevant evidence in order to provide maximum assistance to State's Attorney's .
  3. Reviews cases prior to presentation to the Assistant State's Attorney's office to assure that all pertinent documentation is included to ensure that case is legally sufficient to proceed if a hearing is recommended.
  4. Develops, composes and directs communications to complainants.
  5. Works with Director to ensure that all recommendations made by the General Assembly are implemented including the facilitation of a greater public profile for the Office of Cemetery Oversight.
  6. Maintains daily case and inspection logs, submits-bi-weekly reports to Director including itinerary, monthly statistics and mileage reports.
  7. Responds to telephone inquiries, providing information to the general public and suggests appropriate action for consumers and licensees to address their concerns and claims.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding qualification(s).

Excellent customer service experience

Proficient knowledge of financial audit requirements.

One (1) year experience with Microsoft Office (word, excel, power point)

Documenting and preparing accurate reports of investigations and inspections.

Public Speaking experience

One (1) year experience conducting investigations, which require obtaining and analyzing factual information and preparing reports of findings and conclusions. This should include knowledge of interviewing an investigative methods, procedures and techniques, principles and practices of regulatory laws.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) as a result of an unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
