LOCATION OF POSITION

DHMH/Spring Grove Hospital Center, Finance Department, Catonsville, Maryland

Main Purpose of Job

The main purpose of this position is to function as the agency Property Officer. This position will be responsible for all inventory (sensitive and non-sensitive) Capital equipment items and/or Fixed assets, materials, and supplies in all store rooms. This position will work to maintain Spring Grove Hospital Center's (SGHC) inventory control system to ensure compliance with the Department of General Services (DGS) Inventory Control Manual by performing quarterly audits of store room stock and implement the Legislative Audit recommendations pertaining to inventory control. This position will also prepare the annual inventory reports and ensures proper disposal of surplus property, in accordance with DGS - Inventory Standards and Support Services Division (ISSSD) requirements. This position also must coordinate and carry out special projects, such as to include unit relocation as recommended by the hospital's CEO/COO/CCO/CFO as well as the tracking of all equipment items. This position will receive general supervision form the Chief Financial Officer. This position will provide supervision to the Services Supervisor, Inventory Clerk, and Supply Officers.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess one or more of the following:

  • experience in inventory control and/or management
  • experience in fixed assets

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
