The resulting eligible list will be used to fill current and future recruitments for  the Department of Public Safety & Correctional Services (DPSCS). Main Purpose of Job

This position managers staff responsible for collecting, analyzing, evaluating and disseminating criminal disposition information relating to individuals with criminal records in the Maryland computerized criminal history (CCH) database. This position will also use independent judgement to analyze, apply and interpret complex administrative plans or policies. This position will manage the sharing of criminal disposition information with all law enforcement agencies within the State, other states, and with the FBI. In addition, this position will review criminal data retrieved to determine accuracy and to analyze the data looking for data errors and anomalies. The manager will develop and use secondary resources and databases to verify receipt, processing, storage and reporting of data in a statistical organized manner. Creating the ability for upper level management to identify action tasks for improvement or solution based work. Position will also independently plan, develop, conduct or supervise the conduct of studies and analyses of agency programs, organizations, procedures or systems to include CJIS and Web Archive. This position is responsible for managing the team responsible for retrieving missing court disposition information, matching the retrieved court disposition information with the associated arrest information in the State's criminal history database and updating the State's criminal history records with the newly found disposition information. This position will also serve as the CJIS representative for the NICS Task Force with other agency heads and directors. The NICS task force is the governing body that sets up the disqualifiers for those who are eligible for obtaining firearms in the State of Maryland. This individual will present and serves on the task force and develop the statewide report which is used to obtain various grants.

POSITION DUTIES

Some of the duties include, but are not limited to:

  • Manage staff responsible for collecting, analyzing, evaluating and disseminating criminal disposition information relating to individuals with criminal records in the Maryland computerized criminal history (CCH) database.  This position will also use independent judgement to analyze, apply and interpret complex administrative plans or policies.  This position will manage the sharing of criminal disposition information with all law enforcement agencies within the State, other states, and with the FBI.  Manages, coordinates and responsible for the general oversight of the front line & supervisory staff retrieving missing court disposition information, matching the retrieved court disposition information with the associated arrest information in the State's criminal history database and updating the State's criminal history records with the newly found disposition information.
  • Serves as the CJIS representative to the NICS task force.
  • Manages workflow processes to meet Managing For Results and ACT performance data associated with multiple database systems.
  • Serves as liaison for CJIS-CR

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • One year of supervisory experience to include assigning and reviewing work, approving leave requests, evaluating an employee's job performance, training new staff, and providing counseling/discipline as necessary.
  • One year of overseeing a unit that handles researching and analyzing data trends.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
