POSITION DUTIES

In its capacity as a control agency, the General Accounting Division of the State of Maryland Comptroller's Office provides accounting and fiscal support services to state agencies and the public, and assists the State Comptroller in meeting his Constitutional responsibilities. This role oversees the maintenance and monitoring of the State Accounting System (R*STARS) vendor table and the triage of customer requests and inquiries. This position provides guidance and resolution to customers for payment, vendor table, certificate of good standing and other inquiries. It is critical to the mission of this agency that vendors, agencies and other constituents are assisted timely and accurately.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

NOTES:

  1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
  2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • 5+ years experience in a large enterprise payables environment.
  • Direct experience in building a new functional area (staffing, metric development, change management and process and procedure building).
  • Exposure to call center operations.
  • 3-5 years supervisory experience to include staff development, coaching and performance review.
  • Strong verbal and written communication skills.
  • Ability to think critically, make assessments, and develop conclusions.
  • Proficient in Word and Excel to compile information and perform analysis.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. The examination will consist of a rating of your education, training and experience. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.  

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
