Main Purpose of Job

Maryland Department of Health (MDH) has an exciting career opportunity for a workplace learning and performance professional.  We are looking to fill the position of Management Development Specialist.  This position is responsible for the design, development, implementation, and evaluation of management and other training programs for all MDH administrations. 

MDH is a state government agency focused on promoting and improving the health and safety of all Marylanders through disease prevention, access to care, quality management and community engagement.  Maryland’s healthcare delivery system consists of public and private hospitals, nursing homes, outpatient clinics, home health care services, hospices, providers, and health educators, among others.  MDH has a workforce of approximately 8,000 individuals.    

As part of the Office of Human Resources, the Training Services Division supports various efforts throughout the agency to ensure a MDH workforce that continuously improves its knowledge, effectiveness and efficiency.  We do this by providing a variety of face to face and web based professional development opportunities.  Training topics are based on identified workforce competency areas, as well as response to specific needs of MDH administrations which include – Behavioral Health, Developmental Disabilities, Healthcare Financing, Public Health, Regulatory Programs and Office of Secretary. 

The Management Development Specialist (MDS) reports to the Assistant Director of Management Development Programs and works on a team with one other MDS and an Employee Training Specialist.  The ideal candidate for this position is passionate about training and appreciates the challenge of contributing in a dynamic, everchanging work environment.    

The Management Development Specialist will:

·       Design and develop new training programs and webinars on a variety of topics, sometimes working with Subject Matter Experts, to ensure valid content and effective delivery methods.

·       Effectively use technology, presentation devices,  and Microsoft Office

·       Assist with development and facilitate classes for MDH’s Leadership Development Program

·       Conduct and present internal training programs and webinars weekly

·       Evaluate the effectiveness of training and utilize results for continuous improvement

·       Assist with distribution of internal communications regarding learning events through various media

·       Serve as primary contact and support for specific training activities

·       Manage communication pertaining to course enrollment, rosters and completion activities.

·       Ensure designated content and supporting information is current.  Ensure designated instructional materials are current and prepared for use in any training programs including training manuals, slides, instructor guides and related communications and resolve day-to-day problems and issues related to training activities (e.g. enrollment, classroom set up, logistics, etc.)

·       Prepare and present status reports and summaries of training activities upon request. 

·       Engage with designated internal clients to assess performance and organizational development needs, and recommend appropriate solutions. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from and accredited four-year college or university.

Experience: Five years of employment in employee development and training work, two years of which must have involved instruction and curriculum development in management and supervisory training programs.

Note: 

1. Applicants may substitute education at the graduate level in business administration, public administration, education, or psychology at an accredited college or university at the rate of 30 semester credit hours for each year of the general experience required above, for up to three years of the general experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Leadership/Management Training Program Officer  classifications or Education and Training, Education Officer, or Training specialty codes in the program development field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desirable candidate should have 1 to 2 years of teaching or training experience; webinar design and delivery; experience in healthcare, nonprofit or state/local government; coaching and performance consulting experience; leadership development and training experience and demonstrated ability to multitask.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
