Main Purpose of Job

This position serves as an instructor in the MSP Automotive Safety Enforcement Division and subject matter expert in automotive safety inspection procedures as regulated under COMAR. It also provides training to the Maryland State Police and allied law enforcement agencies in the issuance of Safety Equipment Repair Orders and oversees several unique databases relative to the operation of the Automotive Safety Enforcement Division.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Two years of experience planning and conducting employee development and training.

Notes:

1. Additional experience in planning, conducting or coordinating training or staff development activities may substitute on a year for year basis for the required education.  

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes in the education and training field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

1.  Familiarity with COMAR as it relates specifically to automotive inspection components.

2.  Familiarity with the Maryland Safety Inspection System Database (MSIS) and the Information Systems Database (ISD)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

NOT APPLICABLE.

SPECIAL REQUIREMENTS

Employees in this classification are subject to random drug testing in accordance with Code of Maryland Regulation 10.04.09, Testing for Illegal Use of Drugs.

Employees are also subject to a complete criminal background investigation to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The eligible list will be used by the hiring manager to fill this vacancy.  The list will be valid for one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
