LOCATION OF POSITION

This position covers the Easton Maryland Region which consists of the following counties; Caroline, Cecil, Kent, Queen Anne's and Talbot. 

May also occasionally report to Maryland Department of Agriculture Headquarters, 50 Harry S. Truman Parkway, Annapolis, Maryland 21401.

Main Purpose of Job

Conducts announced and or unannounced routine inspections and complex, sensitive investigations to assure compliance with the Maryland Pesticide Applicator's Law Title 15 Department of Agriculture Subtitle 05 Pesticide Use Control Chapters 01 and 02, Code of Federal Regulations 40 Parts 150 to 173 and the Federal, Insecticide, Fungicide and Rodenticide Act by those individuals involved in the manufacture, production, sale, distribution, storage, disposal, handling and use of pesticides. Enforcement activities directly support the State's goal of ensuring the health and safety of its citizens as well as protection of the environment including the Chesapeake Bay.

POSITION DUTIES

Schedules and conducts, routine, as well as, complex and sensitive inspections and investigations and may assists higher level inspectors.

All inspections and investigations must be conducted as per the "MDA PRS Inspectors Manual and SOP for Inspectors" and the "EPA Pesticide Inspectors Manual".  When directed, responds to consumer complaints.

Prepares and completes inspection reports and or investigative reports.

Determines what evidence is needed to confirm violations observed and makes recommendations for corrective actions or enforcement of violations observed.

Collects samples of pesticides, pesticide products and any other medium possibly containing or contaminated with pesticides; documents and photographs conditions observed; and recommends corrective actions.

Assists in the training of lower level inspectors, pest control businesses, public agencies, pesticide dealers, certified private applicators, private citizens and other organizations concerning state and federal laws and regulations.

Administers examinations to persons seeking certification as commercial or private applicators.

Testifies in department and EPA administrative hearings, criminal and civil proceedings.

 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in one of the following: production, processing, marketing, grading or inspection of agricultural products or chemicals; assisting veterinarians in care and management of animals; animal disease control; care or management of livestock or inspecting veterinary hospitals, riding stables or livestock dealers; installation, inspection, repair, or testing of weighting, volumetric measuring or counting devices; inspecting labeling and packaging; pesticide sales, use, regulation, or application; production, maintenance or inspection of a tree plantation or nursery stock; pest or weed control; wildlife population censuring; or the production, sales, inspection or testing of seed or turf products.

Note:

1.  Education at an accredited college or university with courses in agriculture; animal, biological, environmental, food or physical sciences; chemistry; mathematics; engineering, or law enforcement may be substituted at a rate of fifteen credit hours for each year of the required experience for up to two years of experience.

2. Candidates may substitute U.S. Armed Forces military service experience non-commissioned officer in quality assurance, inspection and grading classification or quality assurance, inspection and grading specialty codes in the agricultural commodity grading field of work on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  

Employees assigned such duties will be required to possess a motor vehicle operator license’s valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this class may be assigned to any county or region of the State and may be required to establish residence within their assigned geographic area.
