Main Purpose of Job

Employee's principle responsibilities will be coordination and assurance of delivery of appropriate services to eligible individuals in the DDA - Western Region who are court-involved. This includes assuring timely and appropriate delivery of court-ordered evaluations, requirements related to commitment or co-commitment to MDH, court-ordered services, diversion service planning, and/or services for any individual in DDA community services who becomes involved with the courts. This includes tracking, coordinating and approving for payment the work of the contractor conducting forensic evaluations, keeping a database for statistical purposes, coordinating with Headquarters when inpatient services and/or conditions of release are needed, providing written reports and/or technical assistance, attending court hearings as needed, and collaborating with other Regional staff concerning individual involved with either the adult or juvenile courts, LCCs, and other service or interagency affiliations. As the Western Regional Office Forensic Coordinator, employee will collaborate with other Regional forensic coordinators, attend meetings, roll out DDA initiatives, plan, implement, and monitor diversion or court ordered services. Employee will assist with development and implementation of the Request for Proposals for the forensic evaluation contractor. Knowledge of Criminal Procedures Title 3, Courts and Judicial Proceedings Title 8, and consultation with the Office of the Attorney General will be necessary.

Additionally, employee will be the liaison for resolution of systemic issues with court involved individuals, special populations, private and state hospitals, and state residential centers/forensic residential centers. This may include court ordered mediations, admission and discharge planning meetings, Regional duties under Title VII for voluntary or involuntary admissions to an SRC. This position also involves participation as a Regional representative on various task forces, work groups and committees, including but not limited to Community Expansion work group, Potomac Center Leadership, Interagency Forensic Committee, Core Service Agency Directors Meeting, MH/DD Coalition of Frederick County, and Juvenile Task Force (Frederick County). Additionally, the employee will collaborate with Headquarters staff in assessing and developing capacity of provider agencies in the Western Region to serve special populations to avoid out-of-Region placements.

Another principle responsibility will be to work as a Technical Assistance Coordinator of the Quality Enhancement Team of the DDA - Western Region Quality Review program that monitors state-funded community programs for individuals with developmental disabilities in the five western counties of Maryland. As such, employee completes 35 site monitoring visits, assist with performance auditing processes, as well as acts as backup for implementation of the DDA Reportable Incident Policy. Employee assists in conducting complaint inquiries and follow-up in response to concerns from the general public, family members, and friends of individuals supported through DDA licensed agencies and other stakeholders in the Western Region. Employee assists in coordinating Regional quality review activities with the Office of Health Care Quality and DDA Community Services program staff. Employee also assures appropriate documentation of Regional findings and results of follow-up activities.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Five years of professional experience in health services, two years of which must have been in professional work related to the support services and programs for developmentally disabled clients. 

Notes: 1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional work related to the support services and programs for developmentally disabled clients.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with individuals with Developmental Disabilities including court involved services either juvenile or adults is desired.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
