Main Purpose of Job

This position provides support to the Howard County Health Department (HCHD) and the Bureau of Health Promotion (BHP), in collaboration with the Community Health Educator IV Supervisor and Director of Health Promotion, for the coordination of Health Promotion initiatives. The responsibilities include program development, implementation and management of specific community-based programs, such as, but not limited to, CAREAPP (Community Access to Resources through Enhanced Technology Applications for Providers and Public), and community-wide initiatives for health education and population health in Howard County. The work includes coordination and active management of community health planning, training and education, data sharing, and quality improvement for the specific programs and community health education efforts. The work may also involve other organizational duties as delegated by the Health Officer. Employees in this classification may supervise lower-level support staff.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Two years of professional experience in health services, one year of which must have been in the option for which application is made.

Notes:
1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Desired Qualifications:
- Direct experience in project management, including program planning, implementation and evaluation.
- Direct experience with researching and analyzing data for program planning and quality improvement.
- Demonstrated customer service excellence and experience in community engagement.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
