Main Purpose of Job

This is an Administrator level position is responsible for moving TANF recipients from welfare to work. There are three main components of this role which consist of Work Participation Rate (WPR), Job Placements and Living Wage Job Placements and Contracts and Grants. The Incumbent is  responsible for the development, production, distribution and analysis of data reports regarding agency performance and producing and analyzing performance reports and applying strategies that ensure contract compliance with each vendor.

POSITION DUTIES

Oversees Work Participation Specialists in seven community centers throughout Baltimore City. Leads this effort by planning, developing and securing job placement opportunities through negotiated agreements with local employers. Responsible for the development of a scope of services for contracts and oversight and management of the performance of each vendor. Contracts and Grants the agency procures Work Participation, Placement and Retention Services.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Nine years of experience in administrative, professional or technical work, four years of which must have involved supervision of other employees or exercising responsibility for program development.  

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, four (4) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Basic knowledge of work activity program requirements for TANF customers, as well as experience in case management, employment and training, data analysis, and reporting.

Excellent communication, leadership, and team building skills.

Experience in sales, marketing, personnel recruitment or advisory consultation working in a for-profit or non-profit business organization.

Additional qualifications include project or contract management.
