Main Purpose of Job

This position ensures that the Baltimore City Department of Social Services (BCDSS) maintains compliance with priority regulations, policies, and rules. The focus is inclusive of both programs and operations and the primary function is to ensure that adequate controls are implemented and sustained such that agency has reasonable confidence of compliance. The Compliance Officer will play the critical role of reviewing, at regular intervals, the presence of adequate controls and analyzing data, developing reports and making recommendations to the executive team for process improvements. This role ensures that agency has adequate controls in place that affect the delivery of services in Child Welfare, Family Investment Administration, and administrative practices.

POSITION DUTIES

Responsible for proposing the design and implementation of adequate reviews for programs and operations with a focus on the presence of adequate controls. Proposes priority areas for reviews, designs a method for review and executes reviews at scheduled intervals. Provides customer service to both internal and external customs that meets or exceeds the standards set by the Department. Provides reports on the analysis of compliance reviews at scheduled intervals and proposes methods that could improve the likelihood that BCDSS implements and maintains adequate controls. Ensures local and state reports are submitted in a timely and accurately. This position is also coordinates with agency Assistant Directors on additional activities that may identify or resolve compliance issues in the agency.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Two years of the required experience must include experience analyzing or auditing the implementation of state or local laws, regulations, or government agency administrative procedures and standards.
