Main Purpose of Job

This is a senior level manager position that provides professional, administrative and supervisory oversight in the management of both program and administrative operations of the Montgomery County Office of Child Support Enforcement (MCOCSE) division within the Department of Human Resources (DHR). This position's work is reviewed by the Director for the achievement of agency performance goals and improvement in operational efficiency and effectiveness while delivering quality customer service.

POSITION DUTIES

Researches, creates and analyzes statistical reports and data to identify program deficiencies; recommends program improvement based on statistical analysis and monitors processes; downloads and sorts by functional area and distributes mandated reports; acts as the agency liaison for IT initiatives with the LAN Administrator; provides customer service to both internal and external customers; assists the Director in providing administration, oversight, and personnel management to the child support program and related welfare reform initiatives adhering to Federal, State, and local laws, policies and regulations; creates, assesses, implements and re-engineers programs, policies, and procedures to meet customer needs and internal objectives; monitors and tracks performance of the establishment and enforcement teams; identifies problematic areas and makes recommendations for improvement; plans, directs, organizes, leads and coordinates the daily activates of both units to ensure compliance with Federal, State and local policies and procedure.

Exercises the full range of supervisory and administrative duties over assigned supervisors and staff; conducts and/or coordinates all relevant performance evaluations; recommends and/or initiates plans for employee performance improvement and employee development; makes recommendations to the Director regarding employee advancement; takes or recommends appropriate disciplinary actions as well as employee recognition; develops and implements in-house training programs for all program and legal staff as the need arises; and develops long and short range staffing plans and requests based on changes in the workload, vacancies, etc.

Participates in the development of the annual budget; recommends future budgetary needs for staff development, service contracts, equipment, and technical enhancements; assists in monitoring expenditures to ensure that resources are being utilized appropriately; assists in developing criteria and performance standards for service contracts; provides recommendations for the use and management of Federal incentive monies; and coordinates activities with CRA partners such as the Sheriff's Office and the Clerk of the Circuit Court.

Meets with representatives of partnering agencies to coordinate activities, to promote the work and mission of the agency including organizations at the Federal, State and local levels; attends national, regional, local conferences and workshops to enhance knowledge of current trends that affect the goals of the agency; and fosters effective working relationships with partnering agencies.

Coordinates the agency's efforts to manage the Child Support Enforcement System (CSES); identifies potential problems and communicates them to the appropriate department; serves on workgroups and committees to identify and resolve current problems to determine system enhancements due to regulations and/or laws changes; complies and analyzes statistical child support data; acts as the Lead Security Monitor for the office and coordinates with the Office of Technology and Human Services (OTHS) for resolution; and coordinates all training activity for MCOCSE.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.

 Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

The ideal candidate will possess:

  • Experience working in a Child Support Enforcement Program.
  • Experience directing supervisors or managers.
  • Experience in the development and implementation of human services program policies.
  • Experience with personal computer, database and network systems (Child Support Enforcement System and Client Automated Resource and Eligibility System (CARES).
  • Experience in identifying IT needs within a large agency.
  • Experience in developing and monitoring a local budget.
  • Ability to develop administrative procedures and to evaluate efficiency and effectiveness.

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
