Main Purpose of Job

This position is responsible for the monitoring and evaluation of resources for Child Welfare and Adult Services Programs within the Department of Human Services, Social Services Administration (SSA). The incumbent in this position identifies and proposes solutions of agency problems and requires the ability to have thorough knowledge of Federal and State funding streams and regulations to ensure that the Federal and State funds are available to the Department for the delivery of services. The SSA Budget Supervisor plans, analyzes results, and formulates recommendations to increase the operating efficiency of the Child Welfare and Adult Services Programs; applies State and Federal child welfare and adult services laws, regulations, and policies; provides direction, reviews and assists in the development of standards, policies, and procedures; responds to State, central and local concerns related to funding and statistical data for child welfare and adult services; monitors central and local department expenditures for related effectiveness and compliance with Federal laws and regulations; assists with the legislative and regulatory process as it pertains to child and adult services; and handles miscellaneous administrative tasks and projects.

POSITION DUTIES

Manages the preparation of various child welfare and adult services budgets within SSA, including preparing the annual budget hearing packages for legislative sessions and provides a budget defense and clarification; monitors program performance and outcome data that measures SSA compliance with Federal and State regulations by reviewing expenditures and use of funds; advises SSA Executive Director, program managers, finance staff, program administrators, and other stakeholders with guidance as needed to resolve issues that arise and render interpretations of the MD Department of Health (MDDH), Administration for Children and Families (ACF) and SSA; represents SSA and the Department on working committees and task forces; assists in the development and implementation of policies and procedures related to child welfare and adult services; manages the production of SSA's documents and reports including, but not limited to: annual reports, Department of Legislative Services and the Department of Budget and Management requests, program summaries, evaluations and regulations; tracks all legislative bills and provides recommendations and advises language for legislative bills with fiscal impact; attends legislative committee hearings for relevant proposed legislation that impacts on Child Welfare and Adult Services Programs; and provides customer service to both internal and external customers that meet or exceed the standards set by the Department. Advises and provides oversight for SSA's $598.2 million dollar budget which includes SSA Central, Child Welfare and Adult Services; provides oversight and technical assistance for SSA's access to non-State funding initiatives such as: Title IV-E, Title IV-B, SSBG, and PSSF to provide care and services to children/youth and families, which includes collaborating with fiscal, Program Services Administrators, Executive Director, SSA Program Managers, Federal counterparts, and other State agencies; recommends, advises, and provides training to Executive Director, Chief of Staff, and Program Managers on budgetary, expenditures, and statistical issues; responds to State and Federal audit findings regarding specific findings and general programmatic changes, improvements and enhancements; prepares written responses or new procedures needed to resolve the audit findings; and performs other related duties as required.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Two years of the required experience must have been in monitoring and evaluating child welfare programs.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Experience with Maryland Children Electronic Social Service Information Exchange (MD CHEESSIE) and the Financial Management Information System (FMIS).

2. One year of experience with intermediate to advanced Excel skills.

3. Strong math skills.

4. One year of your experience in finance and budget preparation.

5. Strong written and oral communication.

6. Problem solving, priority setting and critical thinking skills.

7. Experience preparing correspondence and reports for organizations.
