Main Purpose of Job

This position provides contract management support to the Social Services Administration (SSA) within the Department of Human Resources (DHR). This position, under the direct supervision of the Contracts Manager, oversees the preparation, negotiation, execution, ongoing maintenance and monitoring of the agency's Purchase of Care Provider Contracts.

POSITION DUTIES

Assists the Contracts Manager in planning and coordinating the work of the Out-of-State Monitoring Unit; establishes and implements written standard operating procedures to guide the contract processing and contract monitoring functions of the Administration; oversees the timely and accurate processing of contract renewals and modifications for approximately 18 residential child care (out-of-state) programs annually, conferring as needed with DHR's Procurement Division, Office of Licensing and Monitoring, Office of Attorney General, SSA Executive Office, and the Office of the Secretary; collaborates with Unit staff, Contracts Manager, Out of Home staff, and external stakeholders pertaining to the implementation of new performance based contracting and monitoring process; provides customer service to both internal and external customers that meet or exceed the standards set by the Department; and provides interpretation and/or clarification of contract deliverables to internal and external customers.

Coordinates and conducts quarterly site visits for all of out-of-state providers where Maryland youth are placed; ensures compliance with the contract by inspecting the facilities for compliance with safety issues; reviews case records to ensure children/youth receives appropriate services based on the service plan and/or in the least restrictive environment as appropriate; reviews staff records to ensure that background checks and personnel qualifications are in compliance, and performs other related duties and special projects as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.  

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.  

Notes:  

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

YOU MUST MEET BOTH THE MINIMUM AND SELECTIVE QUALIFICATIONS FOR APPROVAL.

Two years of experience overseeing the preparation, negotiation, execution, ongoing maintenance and/or monitoring of purchase of care contracts within a child welfare program.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Experience with Maryland Children Electronic Social Service Information Exchange (MD CHESSIE).

2. Ability to prioritize and multi-task effectively.

3. Flexibility in a busy environment.

4. Strong time management, priority setting and problem-solving skills.

5. Must be able to travel.
