Main Purpose of Job

This position directs the operations of the Quality Assurance Unit, which coordinates the Family Investment Administration (FIA) appeals process as it relates to the local department, performs FIA payment accuracy activity, tracks/reports local department responses to fraud investigations conducted by the Office of Inspector General (OIG), reports local department administrative disqualification activity to the OIG, monitors overpayment compliance, manages the  Child Care Subsidy and Program Access units, which are specialized case management units, and fulfills occasional requests from the local department for specific reports and data.

POSITION DUTIES

This position has the primary responsibility for providing expert knowledge and formulating FI Bureau policies and implementation procedures for all Family Investment Programs (Temporary Cash Assistance, Emergency Assistance to Families with Children and Welfare Avoidance Grants), Temporary Disability Assistance Program (TDAP), Public Assistance to Adults (PAA), Burial Assistance (BA), and Medical Assistance Programs (Families and Children, Pregnant Women and Children, Maryland Childrens Health Program, Aged Blind, and Disabled).  Provide monitoring and oversight to Appeals and Family Investment staff concerning payment accuracy strategies for FIA programs (Food Stamps, Temporary Cash Assistance and Medical Assistance), which includes monitoring the completion of Appeals accurately and timely, along with the PIRAMID Review System, Quality Control (QC) findings (for example QC16s and QC35s); provide local responses to the Department of Human Resources regarding quality control, Office of the Inspector General (OIG) concerning fraud investigations and administrative disqualification activity; and provide local responses to the Office of Administrative Hearings (OAH) concerning appeals. Research processes/procedures concerning FIA programs and program findings as requested by upper level staff; draft Standard Operating Procedures and other documents, Provide training to staff on agency policy as required by upper level staff; Coordinate and prepare corrective action plans for Food Stamp activity as required by DHR; coordinate and prepare monthly updates for Local Operations meetings, which includes but is not limited to compliance for all FIA programs. Provide oversight and guidance to ensure that eligibility determinations for the Program Access Team and Child Care Subsidy Team are completed timely and accurately. Perform personnel activity for supervised staff and provide personnel guidance to supervisory staff, as needed. To provide mass care and sheltering to surviving persons following a disaster affecting residents of Anne Arundel County and the State of Maryland, when necessary. These duties may include manning a shelter or assisting residents to file for assistance from Federal Emergency Management Agency (FEMA) or from State programs

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

 Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Five years of general experience in managing, planning, training, or consulting in the area of Family Investment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
