LOCATION OF POSITION

7800 Harkins Road, Lanham, Maryland 20706.

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrolton Metro stop.

POSITION DUTIES

The Department of Housing and Community Development has an immediate opening for a full-time Construction Management Inspector. The individual in this position is responsible for the review and approval of the contractor and architect, plans and specifications, construction estimates, work scope, environmental investigations and other related analysis. This individual is also responsible for monitoring the progression of funded projects and approving requisitions at varying stages of construction completion. The Construction Management Inspector works closely with others in a team setting and provides written feedback to the Construction Administrator during all stages of processing.

The types of projects reviewed and monitored include new construction, adaptive reuse, substantial rehabilitation, and moderate rehabilitation. Construction budgets range in size from one million to thirty-five million dollars. The successful candidate will be able to: read plans and specifications, write and communicate verbally effectively with colleagues and construction professionals, understand of contract documents and professional construction roles and responsibilities, analyze construction estimates, perform field monitoring and administration, understand building and related codes; and, work effectively in a team setting.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Six (6) months experience reviewing and approving plans, specifications and construction estimates.

DESIRED OR PREFERRED QUALIFICATIONS

1. Prior experience in all phases of the construction, architectural, engineering or real estate development background.

2. Project management background is a plus.

3. Housing development background is a plus.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position.  You will be required to complete a qualifications supplement, and the rating is based on your application.  Therefore, it is important that you provide complete and accurate information on your application.  Report all experience and education that is related to this position. 

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
