LOCATION OF POSITION

This is a contractual position located in the Inventory Standards & Support Services Division of the MD Department of General Services at 301 W. Preston Street, Baltimore, MD.

Main Purpose of Job

This position reports to the Inventory Standards and Support Services Division Manager and provides administrative support for the entire Division, which includes Statewide Fuel Management, Statewide Inventory Management, Statewide Online Auction Sales and the Department’s Fleet Management. The employee will be responsible for creating, modifying and maintaining databases, spreadsheets, and systems that are used for data tracking, statistical analysis and reporting purposes for the Division. The employee may also be required to conduct site visits and meet with State Agency Property Officers to ensure compliance with the policies and procedures that are outlined in the DGS Inventory Control Manual. 

POSITION DUTIES

Duties for this position include but are not limited to:

- Conduct screenings/site visits as needed;

- Assist in statewide training events;

- Receive fuel deliveries as needed;

- Assist State agencies with excess/surplus property requests;

- Answer phones and provide customer service;

- Maintain electronic files and paper files to support the Division;

- Assist in transporting fleet vehicles to and from shops for regular or major repair and maintenance;

- Review vendor fuel exception reports and provide assistance in monitoring exceptions;

- Provide administrative support to the Inventory Standards and Support Services Division staff;

- Assist in the review and update of the daily fuel pricing;

- Create and maintain spreadsheets and databases.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Six months of the administrative or professional experience must have included duties creating, modifying and maintaining databases, spreadsheets and correspondence.

Six months of experience monitoring commercial vehicle inventory, repair and maintenance is required.

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept contractual employment in Baltimore City, MD.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
